Mayor DeViet to call the meeting to order at 9:30 a.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Ilderton Community Centre located at 13168 Ilderton Rd, Ilderton, ON N0M 2A0.


Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.


Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.


Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT the minutes of the Middlesex Centre Council meeting held on July 17, 2024 be adopted as printed.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Items 7.1 through 7.5 listed under the heading of Consent Agenda for August 7, 2024 be adopted as recommended.

  • THAT Report CPS-43-2024 re: Development Charge Exemption Policy be received;

    AND THAT Council endorse the Development Charge Exemption Policy attached as Appendix A1.

  • THAT Report CPS-44-2024, re: Capital Budget to Actual Q2 2024 report be received for information.

  • THAT Report PWE 37-2024, re: Komoka SWMF Detailed Design RFP Award be received;

    AND THAT the detailed design for the Komoka Stormwater Management Facility (SWMF) be awarded to AECOM Canada Ltd. in the amount of $376,256.00 (exclusive of HST);

    AND THAT the Mayor and Clerk be authorized to execute the necessary contract documents.

  • THAT Council direct GM BluePlan, the Engineer appointed to the Ilderton Municipal Drain Improvement under section 78 of the Drainage Act, to conduct a block assessment of the urban settlement area of Ilderton as permitted by Section 25 of the Drainage Act.

  • THAT Report No. PWE 36-2024 dated August 7, 2024, regarding the Municipality’s asset management programs be received for information.

  • THAT Report PWE 38-2024 regarding the Komoka Wastewater Treatment Facility (WWTF) Blower Upgrades award be received;

    AND THAT the Komoka WWTF Blower Upgrades be awarded to CIMA+ Company (Eramosa) in the amount of $144,742 (excluding HST);

    AND FURTHER THAT the Mayor and Clerk be authorized to execute the necessary contract documents

  • THAT the Council for the Municipality of Middlesex Centre receives the Correspondence items 10.1 through 10.5 listed on the August 7, 2024 agenda as information.

  • WHEREAS the state of health care in Ontario is in crisis, with 2.3 million Ontarians lacking access to a family doctor, emergency room closures across the province, patients being derostered and 40% of family doctors considering retirement over the next five years; and

    WHEREAS it has becoming increasingly challenging to attract and retain an adequate healthcare workforce throughout the health sector across Ontario; and

    WHEREAS the Northern Ontario School of Medicine University says communities in northern Ontario are short more than 350 physicians, including more than 200 family doctors; and half of the physicians working in northern Ontario expected to retire in the next five years; and (Northern Ontario only)

    WHERAS Ontario municipal governments play an integral role in the health care system through responsibilities in public health, long-term care, and paramedicine.

    WHEREAS the percentage of family physicians practicing comprehensive family medicine has declined from 77 in 2008 to 65 percent in 2022; and  WHEREAS per capita health-care spending in Ontario is the lowest of all provinces in Canada, and

    WHEREAS a robust workforce developed through a provincial, sector-wide health human resources strategy would significantly improve access to health services across the province;

    NOW THEREFORE BE IT RESOLVED THAT the Council of Municipality of Middlesex Centre urges the Province of Ontario to recognize the physician shortage in Middlesex Centre and Ontario, to fund health care appropriately and ensure every Ontarian has access to physician care.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at 9:56 a.m. pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(d)  labour relations or employee negotiations (Fire Services Pay Grid Review);

    Section 239 (2)(f)   advice that is subject to solicitor-client privilege, including communications necessary for that purpose (Local Board Governance Review and Development Litigation Matter - Ward 4);

    Section 239 (2)(k)  a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board (Potential Partnership - Ward 4).

Being a by-law of the Corporation of the Municipality of Middlesex Centre to provide for a drainage works to be known as the Saker Drain.

Being a By-law of the Corporation of the Municipality of Middlesex Centre to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Special Meeting of Council held on August 7, 2024.

  • THAT the Council for the Municipality of Middlesex Centre adjourns the August 7, 2024 Council meeting at 10:54 a.m.
