Mayor DeViet to call the meeting to order at 5:30 p.m.


Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically. Members may also attend the meeting in person at the Ilderton Community Centre located at 13168 Ilderton Road, Ilderton, N0M 2A0.


Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.


Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT the minutes of the Middlesex Centre Council meeting held on July 3, 2024 be adopted as printed.

  • THAT Report CPS-41-2024, re: Final Development Charge Study 2024 be received;

    AND THAT whenever appropriate, request that grants, subsidies and other contributions be clearly designated by the donor as being to the benefit of existing development or new development, as applicable;

    AND THAT the assumptions contained within the Development Charge (D.C.) Background Study dated May 8, 2024, as amended as an ‘anticipation’ with respect to capital grants, subsidies, and other contributions be adopted;

    AND THAT the D.C. approach to calculate the charges on a uniform-wide basis for all services, except for water and wastewater services which will be imposed in the urban serviced areas be adopted;

    AND THAT the capital project listing set out in Chapter 5 of the D.C. Background Study dated May 8, 2024, as amended, subject to further annual review during the capital budget process be approved;

    AND THAT the D.C. Background Study dated May 8, 2024, as amended be approved;

    AND FURTHER THAT By-law 2024-064 be adopted.

  • THAT Report PWE-33-2024, re: Servicing Master Plan be received;

    AND THAT Council endorse the Servicing Master Plan in Principle;

    AND THAT the Servicing Master Plan be submitted to the MECP for a 30-day review period;

    AND FURTHER THAT a formal Notice of Completion for the Servicing Master Plan be issued after the MECP’s 30-day review period with the study being placed on the public record for a 30-day review period following the issuance of the Notice of Completion.

  • THAT Report PWE 34-2024, re: Precast Culvert Tender Award be received;

    AND THAT Council award the precast culvert tender to Coldstream Concrete Ltd. in the amount of $139,325.00 (excl HST);

    AND THAT the Mayor and Clerk be authorized to execute any necessary purchase agreements with Coldstream Concrete Ltd.;

  • THAT By-laws 2024-064 and 2024-065 listed on the July 10, 2024 agenda be approved.

Being a By-law of the Corporation of the Municipality of Middlesex Centre to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Special Meeting of Council held on July 10, 2024
