Mayor DeViet calls the meeting to order at 9:30 a.m.

Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.

Members of the public may also attend the meeting in-person at the Ilderton Community Centre located at 13168 Ilderton Rd, Ilderton, ON N0M 2A0

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.

Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

Mark Peacock from the Lower Thames Valley Conservation Authority is in attendance to provide an overview of their Draft Watershed-Based Management Strategy.

    THAT Consent items 7.1 through 7.6 listed on the September 4, 2024 agenda be adopted as recommended.

  • THAT the Budget to Actual Report CPS-45-2024 for July 2024 be received as information.

  • THAT the First Half 2024 Building Activity Summary Report BLD-08-2024 be received for information.

  • THAT Report BLD-09-2024 regarding the mid-year By-law Enforcement update be received for information.

  • THAT the 2024 Drinking Water Quality Management System Operational Plans for Middlesex Centre's drinking water systems as required under Ontario's Ministry of the Environment, Conservation and Parks' Drinking Water Quality Management Standard be endorsed.

  • THAT the Petition for Drainage submitted by landowners proceed;

    AND THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works;

    AND FURTHER THAT following the notice to the appropriate agencies, Mike DeVos, P.Eng. of Spriet Associates be appointed to prepare a Drainage Report for the creation of the requested Municipal Drain, all in accordance with the Ontario Drainage Act.

  • THAT the construction of the Saker Municipal Drain be awarded to the lowest tender bid submission received from Van Bree Drainage and Bulldozing Ltd. in the amount of $45,520.00 + HST.

  • THAT the construction of the Needham Municipal Drain be awarded to the lowest tender bid submission received from McNally Excavating Ltd. in the amount of $678,500.00 + HST.

    THAT Report CLK-05-2024 re: Ward 1 Council Vacancy be received;

    AND THAT Council declares the office of the Ward 1 Councillor vacant due to the resignation of Ward 1 Councillor Debbie Heffernan;

    AND FURTHER THAT the Municipal Clerk be directed to bring a report regarding methods to fill the vacant Ward 1 Councillor seat to the September 18, 2024 Council meeting.

    THAT Council rise from closed session and return to open session at 10:43 a.m.

    During the closed session, Council received an update regarding a development matter in Ward 4 and provided direction to staff.

    THAT By-laws 2024-071 through to By-law 2024-072 be adopted as printed.

Being a by-law of the Corporation of the Municipality of Middlesex Centre to approve an Ontario Transfer Payment agreement for the Housing-Enabling Water Systems Fund (HEWSF) between the Province of Ontario and the Municipality of Middlesex Centre.

Being a By-law of the Corporation of the Municipality of Middlesex Centre to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Special Meeting of Council held on September 4, 2024.

The next Council meeting is scheduled for September 18, 2024.
