Electronic Emergency Council Meeting

Mayor DeViet to call the meeting to order at 9:30 a.m.

In response to COVID-19 we continue to hold Council meetings electronically. Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT Council adjourn its regular meeting in order to sit as the Court of Revision under Section 97 of the Drainage Act, as amended, to consider the Ettrick Municipal Drain 2020, with members Amanda Stratton from the City of London Court of Revision, Councillor Aerts and Mayor DeViet in the Chair;

The Court of Revision will proceed as follows:

1. CALL TO ORDER
2. ORDER OF APPEALS - No appeals received
3. QUESTIONS FROM THE MEMBERS
4. DELIBERATIONS OF THE COURT OF REVISION
5. DECISION
6. ADJOURNMENT OF THE COURT OF REVISION

All parties to the drain will receive written notice of the Court of Revision decision which will contain additional information on the process to appeal the decision of the Court of Revision to the Ontario Drainage Tribunal.

  • THAT the Middlesex Centre Court of Revision approves the Schedule of Assessment for the Ettrick Municipal Drain and drainage works 2020 adopted by By-Law 2020-093 as outlined in the report prepared by Spriet Associates;

    AND THAT the Court of Revision is hereby adjourned and the Council for the Municipality of Middlesex Centre resume their January 6, 2021 meeting of Council.

  • THAT the minutes of the Middlesex Centre Council meeting held on December 16, 2020 be adopted as printed.

  • THAT Item 7.1 found under the Consent Agenda for January 6, 2021 be adopted as recommended.

  • THAT the minutes of the Community Services Advisory Committee held on November 2, 2020 be adopted as printed.

  • THAT the request from Ethan’s Garden be approved in the amount of $2,000 in accordance with the Council Grants Policy;

    AND THAT the request from the Komoka Railway Museum be approved in the amount of $5,000 in accordance with the Council Grants Policy;

    AND THAT the request from the London & Middlesex Heritage Museum (Fanshawe Pioneer Village) be approved in the amount of $2,500 in accordance with the Council Grants Policy;

    AND THAT the request from the Middlesex Centre Archives be approved in the amount of $5,000 in accordance with the Council Grants Policy;

    AND THAT the request from the Optimist Club of Ilderton be approved in the amount of $600 in accordance with the Council Grants Policy;

    AND FURTHER THAT that staff be directed to prepare correspondence and issue payment to the above noted organizations.

  • THAT Report CLK-01-2021 re: Council Vacancy – Ward 4 be received;

    AND THAT Council declares the office of the Ward 4 Councillor vacant due to the resignation of Ward 4 Councillor Derek Silva;

    AND FURTHER THAT the Municipal Clerk be directed to bring a report regarding methods to fill the vacant Ward 4 Councillor seat to the February 3, 2021 Council meeting.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    1. Section 239 (2)(b) personal matters about an identifiable individual, including municipal or local board employees;
    2. Section 239 (2)(c) a proposed or pending acquisition or disposition of land by the municipality or local board;
    3. Section 239 (2)(e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality;
    4. Section 239 (2)(f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose;
    5. Section 239 (2)(k) a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board.
