Mayor DeViet to call the meeting to order at 9:30 a.m.

In response to COVID-19 we continue to hold Council meetings electronically.

Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT the minutes of the Middlesex Centre Council meeting held on May 26, 2021 be adopted as printed.

Items listed under the Consent Agenda are considered routine and may require discussion but no action on the part of Council. Consent items are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Items 6.1 through to 6.7 listed under the heading of Consent Agenda for June 9, 2021 be adopted as recommended.

  • THAT Report CAO-9-2021, re: Community Improvement Plan Amendment – Green Retrofits be received;

    AND THAT the Appendix to amend the Community Improvement Plan to include an Energy Efficiency and Retrofit Grant be approved;

    AND FURTHER THAT staff be directed to update the Community Improvement Plan with this amendment for 2022.

  • THAT the construction of the Ettrick Municipal Drain be awarded to the lowest tender bid submission received from New Day Excavation Inc. in the amount of $42,495.00 +HST.

  • THAT the construction of the Colbert Municipal Drain be awarded to the lowest tender bid submission received from McNally Excavating in the amount of $212,000.00 + HST.

  • THAT the Budget to Actual Report CPS-30-2021 for May 2021 be received as information.

  • THAT Report CMS-10-2021 re: St. Clair Region Conservation Authority – 2022 Levy Changes be received as information.

  • THAT the request by Monteith Brown Planning Consultants on behalf of 2638477 Ontario Limited to remove the (h-3) holding symbol from the zoning of the land known legally as Plan 33M761 Blk 230, Middlesex Centre, be approved.

  • THAT Report CMS-09-2021 re: Douglas B. Weldon Park Accessible Washroom Tender Results be received;

    AND THAT the Douglas B. Weldon Park Accessible Washroom Project be awarded to Drier Construction Group Inc. with a total cost of $401,298.00 (excluding HST).

    AND THAT the additional funds in the amount of $119,848 be funded from the Buildings and Facility Reserve Fund.

  • THAT Report No. CPS-29-2021 dated June 9, 2021 regarding the Municipality’s asset management plan be received;

    AND THAT the Asset Management Plan attached to this report dated June 9, 2021 be approved;

    AND THAT staff be directed to post the Municipal Asset Management Plan on the municipal website;

    AND FURTHER THAT staff be directed to report back to Council on the water, wastewater and stormwater rates for approval in the fall of 2021 after staff have completed a more detailed rate study.

The Engineer's Report regarding the Lewington Municipal Drain was considered by Council at their meeting held on May 26, 2021. At this meeting, the date for the Court of Revision was also set as June 23, 2021.

The associated by-law is listed for provisional adoption by Council on the current Council Agenda, and as such the following motion for Council consideration proposes to amend the date of the Court of Revision and set this for July 14, 2021.

  • THAT the Court of Revision date for the Lewington Municipal Drain originally set for June 23, 2021 be deferred to July 14, 2021.

The enclosed correspondence contains a request from the St. Clair Region Conservation Authority for Council to adopt a resolution supporting the current membership plan for the Board of Directors

  • THAT the Council for the Municipality of Middlesex Centre supports the current membership of the St. Clair Region Conservation Authority allocating one (1) member each to Adelaide-Metcalfe, Brooke-Alvinston, Dawn-Euphemia, Lambton Shores, Middlesex Centre, Petrolia, Plympton-Wyoming, Point Edward, Warwick; two (2) members to Chatham-Kent, St. Clair, Strathroy-Caradoc; three (3) members to Sarnia; one (1) member to Enniskillen which will also represent Oil Springs and one (1) member rotating between Southwest Middlesex (for a 3 year term) and Newbury (for a 1 year term) providing a total Board Membership of 20.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(b)  personal matters about an identifiable individual, including municipal or local board employees.
