The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

Minutes of the October 27, 2021 Council Meeting

• THAT the minutes of the Middlesex Centre Council meeting held on October 27, 2021 be adopted as printed.

Consent items are received in one motion. Council members may request that one or more item be removed for further action.

• THAT Items 6.1 through 6.6 listed on the Consent Agenda for November 10, 2021 be adopted as recommended.

Deerhaven & Kilworth Park Play Structures RFP Results

• THAT Report CMS-13-2021 re: Deerhaven & Kilworth Park RFP Results be received;

  AND THAT the Deerhaven Park & Kilworth Optimist Park Play Structure RFP (RFP-CMS-2021-03) be awarded to Henderson Recreation Equipment Ltd. with a total cost of $194,214.10 (excluding HST).

Ontario Municipal Partnership Fund 2022

• THAT Report CPS-49-2021, the Ontario Municipal Partnership Fund 2021 be received for information.

Capital Budget to Actual 2021

• THAT Report CPS-50-2021, the capital budget to actual 2021 be received as information.

Budget to Actual October 2021

• THAT the Budget to Actual Report CPS-51-2021 for October 2021 be received as information.

2022 Fleet Capital Replacement Budget Approval

• THAT Council receive for information the 2022 Fleet Capital Budget;

  AND THAT Council approve the 2022 Fleet Capital Replacement Budget of $ 1,779,000 and as attached in Appendix A.

2021 Third Quarter Building Reports for Service Agreement Municipalities

• THAT Report BLD-09-2021, 2021 Third Quarter Building Reports for Service Agreement Municipalities be received for information.

2022 Fees and Charges By-Law

• THAT Report CPS-53-2021 Fees and Charges By-Law 2022 be received;

  AND THAT the 2022 Fees and Charges By-Law be approved.

Delaware Hydro Reserve Fund - Delaware Lions Sign Request

• THAT Report CPS-54-2021 regarding the Delaware Hydro Reserve Fund – Delaware Lions Sign Request be received;

  AND THAT the request for use of the Delaware Hydro Reserve Fund for a new electronic sign in Delaware be denied.

• THAT Report CAO-30-2021 re: Strategic Plan Progress Report Year 1 be received for information.

Development Charge Interest

• THAT Report, CPS-52-2021, Development Charge Interest Policy be received;
