Mayor DeViet to call the meeting to order at 9:30 a.m.

In response to COVID-19 we continue to hold Council meetings electronically. Members of the public are invited to participate by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT Council adjourn its regular meeting in order to sit as the Court of Revision under Section 97 of the Drainage Act, as amended, to consider the Bear Creek and Rieg Drains, with members Councillor Heffernan, Councillor Aerts and Mayor DeViet in the Chair;

The Court of Revision will proceed as follows:

2. ORDER OF APPEALS - No appeals received
3. QUESTIONS FROM THE MEMBERS
4. DELIBERATIONS OF THE COURT OF REVISION
5. DECISION
6. ADJOURNMENT OF THE COURT OF REVISION

All parties to the drain will receive written notice of the Court of Revision decision which will contain additional information on the process to appeal the decision of the Court of Revision to the Ontario Drainage Tribunal.

THAT the Middlesex Centre Court of Revision approves the Schedule of Assessment for the Bear Creek Municipal Drain and drainage works 2020 adopted by By-Law 2020-031 as outlined in the report prepared by Spriet Associates;

The Court of Revision will proceed as follows:

3. QUESTIONS FROM THE MEMBERS
4. DELIBERATIONS OF THE COURT OF REVISION
5. DECISION
6. ADJOURNMENT OF THE COURT OF REVISION

THAT the Middlesex Centre Court of Revision approves the Schedule of Assessment for the Rieg Municipal Drain and drainage works 2020 adopted by By-Law 2021-032 as outlined in the report prepared by Spriet Associates;

AND THAT the Court of Revision is hereby adjourned and the Council for the Municipality of Middlesex Centre resume their April 14, 2021 meeting of Council.

  • THAT the minutes of the Middlesex Centre Council meeting held on March 24, 2021 be adopted as printed.

Items listed under the Consent Agenda are considered routine and may require discussion but no action on the part of Council. Consent items are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Items 7.1 through to 7.7 listed under the heading of Consent Agenda for April 14, 2021 be adopted as recommended.

  • THAT Report CAO-06-2021, re: Municipal Representation to Kettle Creek Conservation Authority be received;

    AND THAT That the current membership of the Kettle Creek Conservation Authority allocating one (1) member each to the Municipality of Central Elgin, the Municipality of Middlesex Centre, the Municipality of Thames Centre, the Township of Malahide, and the Township of Southwold; and two (2) members to the City of St. Thomas and three (3) members to the City of London be maintained;

    AND FURTHER THAT the membership of the Kettle Creek Conservation Authority be re-evaluated based on population data available prior to member appointments following the municipal elections in 2022.

  • THAT Report CMS-04-2021 dated April 14, 2021 re: Elgin Middlesex Hockey Alliance – License Agreement be received;

    AND THAT the Elgin Middlesex Hockey Alliance License Agreement appended to Report CMS-04-2021 be approved.

  • THAT the Budget to Actual Report CPS-14-2021 for March 2021 be received for information.

  • THAT Report CPS-16-2021, re: Treasurer Statement Cash in Lieu of Parkland Reserve Fund for 2020 be received for information.

  • THAT Report CPS 17-2021 re: COVID-19 municipal financial update for Q1 2021 be received for information.

  • THAT the purchase of services and material for the, supply and application of dust control be awarded to the lowest tender bid submission received from Da Lee Dust Control Limited in the amount of $ 0.249 per litre (excluding HST);

    AND THAT the Mayor and Clerk be authorized to execute the necessary documents.

  • THAT Report CPS-18-2021, re: Property Tax Billing and Collection Policy be received;

    AND THAT Policy appended to Report CPS-18-2021 be approved.

  • THAT Report CPS-19-2021, re: Water, Wastewater and Stormwater Billing and Collection Policy be received;

    AND THAT Policy appended to Report CPS-19-2021 be approved.

  • THAT Report PWE 11-2021, re: 2021 Vision Zero Campaign be received;

    AND THAT Council endorse the continuation of the Vision Zero Campaign for 2021.

  • THAT Report CMS-05-2021 re: Gypsy Moth Data Analysis and Results be received;

    AND THAT the Gypsy Moth Survey and Data Analysis prepared by Stantec Consulting Ltd. Appended to Report CMS-05-2021 be received;

    AND FURTHER THAT Council approve the use of Zimmer Air Services to conduct aerial spraying in areas identified in the attached Appendix B appended to Report CMS-05-2021.

  • THAT no action be taken on the request to adjust the water usage on the corporation’s water account.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(k)  a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board.
