Mayor DeViet calls the meeting to order at 9:30 a.m.

In response to COVID-19 we continue to hold Council meetings electronically. Members of the public are invited to participate by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel.

There are no additions to the April 14, 2021 Council Agenda.

There are no disclosures of pecuniary interest declared by members of Council for the April 14, 2021 Council meeting agenda items.

Brenda Slater, Account Manager with the Municipal Property Assessment Corporation is in attendance to provide an overview of the 2020 Partnership Report and Update.

Michael Di Lullo, Chief Administrative Officer provides an update on the municipal response to COVID-19.

    THAT Council adjourn its regular meeting in order to sit as the Court of Revision under Section 97 of the Drainage Act, as amended, to consider the Bear Creek and Rieg Drains, with members Councillor Heffernan, Councillor Aerts and Mayor DeViet in the Chair;

    AND THAT the Court of Revision is hereby adjourned and the Council for the Municipality of Middlesex Centre resume their April 14, 2021 meeting of Council.

    THAT Report CAO-06-2021, re: Municipal Representation to Kettle Creek Conservation Authority be received;

    AND THAT That the current membership of the Kettle Creek Conservation Authority allocating one (1) member each to the Municipality of Central Elgin, the Municipality of Middlesex Centre, the Municipality of Thames Centre, the Township of Malahide, and the Township of Southwold; and two (2) members to the City of St. Thomas and three (3) members to the City of London be maintained;

    AND FURTHER THAT the membership of the Kettle Creek Conservation Authority be re-evaluated based on population data available prior to member appointments following the municipal elections in 2022.

    AND FURTHER THAT Council approve the use of Zimmer Air Services to conduct aerial spraying in areas identified in the attached Appendix B appended to Report CMS-05-2021.

Deputy Mayor Brennan provided the following updates from Middlesex County Council held on April 13, 2021:

  • Martha Powell, President and CEO of the London Community Foundation made a presentation to County Council regarding the services of the foundation;
  • John Harkins, Partner/Right Path Advisor, Selectpath provided an overview of the 2021 benefits renwal;
  • It was noted that approximately one year ago, the Middlesex London Health Unit Board advised County Council regarding a higher number of incidents occurring within County limits when compared with the City of London. A letter regarding this matter has been drafted and is being sent to the MLHU requesting further follow-up;
  • Warden Burghardt-Jesson and Cara Finn, Director of Economic Development provided a presentation regarding the Middlesex Economic Resiliency Task Force – One Year Check-up;
  • It was noted that the Women's Caucus of Middlesex County continues to meet virtually, including a virtual webinar event to be held on April 14, 2021.

Councillor Aerts noted that he has received communications on repeated occurrences of trespassing on private properties, in areas where signage is posted. It was further noted that dumping leaves and garbage along private woodlot areas is not permitted. Councillor Aerts asked community members to be mindful and to respect property boundaries.

Mayor DeViet provided notice of the following motion regarding municipal illumination standards:

WHEREAS the appropriate standards and effective management of illumination in Ontario communities is a topic of increasing interest to many groups and individuals;

AND WHEREAS the best practices and industry standards for surrounding effective illumination practices are changing with the introduction of new green technologies which promote energy conservation as part of effective lighting techniques;

AND WHEREAS Municipalities have the authority to enact by-laws and policies which help to standardize and promote effective lighting practices.

NOW THEREFORE IT BE RESOLVED THAT staff review the current research, industry standards and best practices with regard to Municipal illumination standards

AND THAT staff is to explore factors including, but not limited to cost efficiencies, impacts on security and safety, and opportunities to improve quality of life for residents, when undertaking this review;

AND FURTHER THAT, a report to Council outlining the potential costs and benefits related to any proposed recommendations regarding implementation of municipal illumination standards over time be presented to Council once the review is complete.

This motion will be considered at the upcoming meeting of Council scheduled for April 28, 2021.

    THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at 11:38 a.m. pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(k)  a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board.
