Mayor DeViet to call the meeting to order at 9:30 a.m.


Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting being held electronically.


Members of the public may also attend the meeting in-person at the Coldstream Community Centre, located at 10227 Ilderton Road, Ilderton, N0M 2A0.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

Tiffany Farrell, Director of Corporate Services will be in attendance, along with members of the leadership team, to provide an overview of the Capital Budget. Please see Item 8.1 for the budget booklet and related materials.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Consent items 7.1 through 7.7 listed on the December 7, 2022 agenda be adopted as recommended.

  • THAT Report CAO-33-2022, re: Bill 39 - Better Municipal Governance Act be received as information.

  • THAT Report CPS-43-2022, re: Capital Budget to Actual Q3 2022 be received as information.

  • THAT the Budget to Actual Report CPS-44-2022 for October 2022 be received as information.

  • THAT Report CPS-48-2022 regarding tax adjustments made under Sections 357, 358 and 359 of the Municipal Act, 2001 be received;

    AND THAT taxes amounting to $18,628.60 be written off pursuant to the provisions of Section 357, 358 and 359 of the Municipal Act, 2001.

  • THAT the Petition for Drainage submitted proceed;

    AND THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works;

    AND FURTHER THAT following the notice to the appropriate agencies, Brad Bunke, P.Eng of GM BluePlan be appointed to prepare the Drainage Report for the creation of a new Municipal Drain all in accordance with the Ontario Drainage Act.

  • THAT Report BLD-02-2022 re: Third Quarter 2022 Building Activity Summary be received for information.

  • THAT Report CLK-11-2022 Re: Council, Committee and Local Boards Appointment Overview be received;

    AND THAT the appointments noted in Repot CLK-11-2022 and reflected in the draft Council Appointment by-law, attached as Appendix ‘A’, be adopted as recommended.

  • THAT Report CPS-45-2022 Fees and Charges By-Law 2023 be received;

    AND THAT the 2023 Fees and Charges By-Law be approved.

  • THAT Report PWE 45-2022, re: 2023 Water, Wastewater and Stormwater Rate Proposal be received;

    AND THAT the 2023 water rates remain unchanged from the 2022 water rate;

    AND THAT the 2023 wastewater rates be increased 4% over the 2022 wastewater rate;

    AND FURTHER THAT the 2023 stormwater rates be increased 3% over the 2022 stormwater rates.

  • THAT Report CAO-35-2022 re: Strategic Plan Progress Report Year 2 be received for information.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at 11:03 a.m. pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(a)  the security of the property of the municipality or local board;

    Section 239 (2)(c)  a proposed or pending acquisition or disposition of land by the municipality or local board;

    Section 239 (2)(e)  litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;

    Section 239 (2)(f)  advice that is subject to solicitor-client privilege, including communications necessary for that purpose;

Being a By-law of the Corporation of the Municipality of Middlesex Centre to Provide for the Annual Remuneration to Members of Council for the Corporation of the Municipality of Middlesex Centre and to repeal by-law 2016-007 (“Council Remuneration By-Law”)

Being a by-law of the Corporation of the Municipality of Middlesex Centre to Levy Interim Taxes for the Year 2023
