In response to COVID-19 we continue to hold Council meetings electronically.


Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel.

The following items have been added to the January 12, 2022 Council Agenda:

Being a by-law to amend By-Law 2019-070 to authorize the execution of a licensing agreement between the Municipality of Middlesex Centre and the London Police Service


13.9.    2022-008        


Being a by-law of the Corporation of the Municipality of Middlesex Centre to approve and ratify a Municipal Access Agreement between Rogers Communications Canada Inc., (the “Company”) and the Municipality of Middlesex Centre (the “Municipality”)

Being a by-law to approve and ratify a Subdivision Agreement between 1960634 Ontario Inc., the “Subdivider” and the Municipality of Middlesex Centre as the “Municipality” for lands described as Part of Lot 24, Concession 11, Former Township of London, designated as Part 6 on Plan 33R-19894; Municipality of Middlesex Centre

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

The Engineer's Report for the Bear Creek Municipal Drain Branch 6, 12 & 13 was previously considered at the November 15, 2021 meeting of Council.


The Court of Revision will proceed as follows:


1. CALL TO ORDER


All appeals are required to be received in writing 10 days prior to the date of the Court of Revisions as per the notice provided. 


2. ORDER OF APPEALS - 1 appeal received 


3. QUESTIONS FROM THE MEMBERS


Members of the Court of Revision may ask questions of the Engineer or staff. 


4. DELIBERATIONS OF THE COURT OF REVISION


The Court of Revision members (if required) will retreat to deliberate the appeals and make the decision in private. 


If the Court is considering reducing an assessment adding it to a property whose owner is not present, then the Court of Revision will adjourn and notice sent to the absent parties to allow them to appeal the change, then reconvene per s. 53 of the Act. 


5. DECISION


All parties to the drain will receive written notice of the Court of Revision decision which will contain additional information on the process to appeal the decision of the Court of Revision to the Ontario Drainage Tribunal.


6. ADJOURNMENT OF THE COURT OF REVISION


THAT the Middlesex Centre Court of Revision approves the Schedule of Assessment for the Bear Creek Municipal Drain Branch 6, 12 & 13 provisionally adopted by By-Law 2021-108 as outlined in the report prepared by Spriet Associates.

  • THAT the minutes of the Middlesex Centre Council meeting held on December 15, 2021 be adopted as printed.

Items listed under the Consent Agenda are considered routine and may require discussion but no action on the part of Council. Consent items are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT the Council for the Municipality Centre receives the Consent Items 6.1 to 6.5 as information.

  • THAT the Budget to Actual Report CPS-01-2022 for December 2021 be received as information.

  • THAT Report CPS-02-2022 outlining the COVID-19 municipal financial update for Q4 2021 be received for information

  • THAT Report PWE-01-2022, re: Water Wastewater Replacement Vehicles be received;

    AND THAT the purchase of two new Ford Rangers be awarded to McDonnell Motors Ltd in the amount of $87,953.72 (excluding HST);

    AND FURTHER THAT the Mayor and Clerk be authorized to execute the necessary documents.

  • THAT Report PWE-02-2022, re: Rogers Telecommunications Municipal Access Agreement be received;

    AND THAT a by-law be approved for the purpose of approving the Municipal Access Agreement between the Municipality of Middlesex Centre and Rogers Communications;

    AND FURTHER THAT That the Mayor and Clerk be authorized to execute the Municipal Access Agreement on behalf of the municipality.

  • THAT Report CAO-1-2022 re: Municipality of Middlesex Centre Official Plan Status Update be received;

    AND THAT Council direct WSP to complete the comprehensive Official Plan Review.

  • THAT Official Plan Amendment (OPA 46), as amended, for lands known legally as Concession 1 N Part Lot 4 RP 33R16300 Part 1 (former Township of Lobo), and known municipally as 22447 Komoka Road, Municipality of Middlesex Centre, be ADOPTED and forwarded to the County of Middlesex for consideration of approval;

    AND THAT the Zoning By-law Amendment application ZBA-20-2019, as amended, filed by Ric Knuston, on behalf of 1571145 Ontario Limited, to rezone the subject property from the ‘Restricted Agricultural (A2)’ zone to the site-specific ‘Urban Residential Third Density exception 18 (UR3-18)’ zone for the property legally described as Concession 1 N Part Lot 4 RP 33R16300 Part 1 (former Township of Lobo), and known municipally as 22447 Komoka Road, Municipality of Middlesex Centre, be APPROVED.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(b) personal matters about an identifiable individual, including municipal or local board employees;

    Section 239 (2)(c)  a proposed or pending acquisition or disposition of land by the municipality or local board.
