Mayor DeViet to call the meeting to order at 9:30 a.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Middlesex Centre Municipal Office located at 10227 Ilderton Rd, Coldstream, ON N0M 2A0.


Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.


Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.


Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT Council adjourn its regular meeting at ______ a.m. to sit as the Court of Revision for the Pattyn Municipal Drain. Members of the Court of Revision are Deputy Mayor Brennan, Councillor Aerts, and Councillor Shipley, with Deputy Mayor Brennan being the Chair.

The Engineer's Report for the Pattyn Municipal Drain was previously considered at the April 9, 2025 meeting of Council. Members of the Court of Revision are Deputy Mayor Brennan, Councillor Aerts, and Councillor Shipley, with Deputy Mayor Brennan being the Chair. 


The Court of Revision will proceed as follows:


1. CALL TO ORDER


All appeals are required to be received in writing 10 days prior to the date of the Court of Revisions as per the notice provided. 


2. ORDER OF APPEALS


No appeals of schedule received 


3. QUESTIONS FROM THE MEMBERS


Members of the Court of Revision may ask questions of the Engineer or staff. 


4. DELIBERATIONS OF THE COURT OF REVISION


The Court of Revision members (if required) will retreat to deliberate the appeals and make the decision in private. 


If the Court is considering reducing an assessment adding it to a property whose owner is not present, then the Court of Revision will adjourn and notice sent to the absent parties to allow them to appeal the change, then reconvene per s. 53 of the Act. 


5. DECISION


All parties to the drain will receive written notice of the Court of Revision decision which will contain additional information on the process to appeal the decision of the Court of Revision to the Ontario Drainage Tribunal.


6. ADJOURNMENT OF THE COURT OF REVISION

  • THAT the Middlesex Centre Court of Revision approves the Schedule of Assessment for the Pattyn Municipal Drain provisionally adopted by By-Law 2025-028 as outlined in the report prepared by GEI Consultants;

    AND THAT the corresponding by-law be forwarded to Council for a final reading;

    AND FURTHER THAT the Court of Revision for the Pattyn Municipal Drain adjourn at __________a.m.

  • THAT the minutes of the Middlesex Centre Council meeting held on April 23, 2025 and the minutes of the Middlesex Centre Special Council Meeting held on April 29, 2025 be adopted as printed.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Items 7.1 through 7.4 listed under the heading of Consent Agenda for May 7, 2025 be adopted as recommended.

  • THAT Report CAO-12-2025 re: Protect Ontario Through Free Trade Within Canada Act be received for information.

  • THAT Report CAO-13-2025 re: IESO Annual Energy Planning Outlook be received for information.

  • THAT Report PWE 25-2025 re: Sunningdale Sand Pit Lease be received;

    AND THAT the Mayor and Clerk be authorized to execute the Lease Agreement as found in Appendix A.

  • THAT Report PWE-27-2025 re: 2025 Community Improvement Plan Applications be received;

    AND THAT Council approves the recommendations of the Community Improvement Plan Evaluation Committee for the following projects to be approved and funded from the Build Middlesex Centre Fund:

    • 124 Birr Inc (13216 Ilderton Road – Car and Truck Coin Wash): Total estimated Façade and Signage Improvement costs of $3,733.83 for a municipal contribution of $1,867.00
    • Hickory Ridge Golf Course (3426 Woodhull Rd): Total estimated Façade and Signage Improvement costs of $8,701.00 for a municipal contribution of $4,350.50
    • Rolling Ridge Maple Products (22681 Vanneck Rd): Total estimated Energy Efficiency and Retrofit costs of $15,000 for a total municipal contribution of $7,500
    • Stewart Overhead Door (10932 Longwoods Road): Total estimated Accessibility Retrofit costs of $5,960.47 for a total municipal contribution of $2,500.00
  • THAT Report CMS-03-2025 re: Bryanston School Playground be received;

    AND THAT Council provide direction to staff to proceed with one of the options listed within the report.

  • THAT Report No. PWE 18-2025 re: Asset Management Strategy be received;

    AND THAT Council approve CPS 14-2025, “Asset Management Strategy”;

    AND THAT CPS 14-2022, “Asset Management Strategic Policy” be repealed.

  • THAT Report PWE 23-2025 re: Active Transportation Plan Award be received;

    AND THAT the Active Transportation Plan be awarded to Arcadis in the amount of $144,441.08 (including the municipal portion of HST);

    AND FURTHER THAT the Mayor and Clerk be authorized to execute the necessary contract documents.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    One item subject to Section 239 (2)(e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (Ward 4 Development Matter);

    One item subject to Section 239 (2)(f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose (Procurement).

Being a By-law of the Corporation of the Municipality of Middlesex Centre to dedicate certain portions of road for public purposes (Block 53 on Plan 33M-431).

Being a By-Law to authorize the execution of licensing agreement between the Municipality of Middlesex Centre and London Police Service.

Being a By-law of the Corporation of the Municipality of Middlesex Centre to dedicate Part 2 of Plan 33R-21665 for public purposes. 

Being a By-law to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on May 7, 2025.
