Mayor DeViet to call the meeting to order at 9:30 a.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Council Chamber at the Middlesex Centre Municipal Office located at 10227 Ilderton Road, Coldstream.


Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.


Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.


Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

Members of the Court of Revision are Councillor Berze, Councillor Aerts, and Deputy Mayor Brennan, with Deputy Mayor Brennan serving as Chair.

  • Recommendation:

    THAT Council adjourn its regular meeting at _______ a.m. to sit as the Court of Revision for the Ballymote Municipal Drain.

All appeals are required to be received in writing by the Municipal Clerk 10 days prior to the date of the Court of Revision as per the notice provided.

No appeals of schedule received.

Members of the Court of Revision may ask questions of the Engineer or staff.

If the Court is considering reducing an assessment adding it to a property whose owner is not present, then the Court of Revision will adjourn and notice sent to the absent parties to allow them to appeal the change, then reconvene per s. 53 of the Act.

All parties to the drain will receive written notice of the Court of Revision decision which will contain additional information on the process to appeal the decision of the Court of Revision to the Ontario Drainage Tribunal.

  • Recommendation:

    THAT the Middlesex Centre Court of Revision approves the Schedule of Assessment for the Ballymote Municipal Drain provisionally adopted by By-law 2026-009 and as outlined in the resubmitted report prepared by Spriet Associates Ltd. dated February 23, 2026;

    AND THAT By-law 2026-009 receive third and final reading.

  • Recommendation:

    THAT the Court of Revision for the Ballymote Municipal Drain adjourn at _____ a.m.

  • Recommendation:

    THAT the minutes of the March 25, 2026 meeting of Council be adopted as printed.

  • Recommendation:

    THAT Items 8.1 through 8.3 listed under the heading of Consent Agenda for April 8, 2026 be adopted as recommended.

  • Recommendation:

    THAT Report CPS-22-2026 re: Canadian Plowing Organization Sponsorship be received;

    AND THAT Council approve a bronze level sponsorship in the amount of $1,000 to support the Canadian Plowing Organization for the 2026 Canadian Plowing Championships.

  • Recommendation:

    THAT Report CPS-23-2026 re: 2026 Accounts Receivable Write Off Approval be received;

    AND THAT the write off totalling $30,406.15 on fire services accounts receivable be approved.

  • Recommendation:

    THAT Report PWE-20-2026 re: McKellar Drain Trunk #5 BA Extension Petition for Drainage be received;

    AND THAT the Petition for Drainage Works submitted by landowner proceed;

    AND THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works;

    AND FURTHER THAT following the notice to the appropriate agencies, Mike DeVos, P.Eng. of Spriet Associates be appointed to prepare a Drainage Report for the creation of the requested Municipal Drain, all in accordance with the Ontario Drainage Act.

  • Recommendation:

    THAT Report CAO-03-2026 re: Strategic Plan Progress Report Year 5 be received for information.

  • Recommendation:

    THAT the Council for the Municipality of Middlesex Centre receives correspondence items 11.1 through 11.3 for information.

  • Recommendation:

    THAT By-law 2026-009, By-law 2026-023, and By-law 2026-024 be adopted as recommended.

Being a by-law of the Corporation of the Municipality of Middlesex Centre to provide for drainage works to be known as the Ballymote Municipal Drain.


Provisionally adopted on March 11, 2026.

RECOMMENDATION:

THAT By-law 2026-009 receive third and final reading.

Being a by-law to amend the Middlesex Centre Comprehensive Zoning By-law number 2005-005 with respect to Concession 8 PT Lots 14 and 15 (geographic Township of London), Municipality of Middlesex Centre, roll number: 393903403008000, and known municipally as 14573 Nine Mile Road. (Reference: ZBA-17-2025 provisionally approved by Middlesex Centre Council on December 17, 2025.)

RECOMMENDATION:

THAT By-law 2026-023 receive first, second, and third and final reading.

Being a By-law to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on April 8, 2026.

RECOMMENDATION:

THAT By-law 2026-024 receive first, second, and third and final reading.

The next Council meeting is scheduled for Wednesday, April 22 at 5:30 p.m.
