Mayor DeViet calls the meeting to order at 9:37 a.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Ilderton Community Centre located at 13168 Ilderton Rd, Ilderton, ON N0M 2A0.

Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.

Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.

Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.

Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

There are no Additions to the Agenda to note for the June 5, 2024 council meeting.

Michael DiLullo - CAO makes an announcement to welcome and introduce two new managers in attendance, Angela Jones - Manager of Human Resources and Stephanie Bergman - Manager of Planning.

There are no Disclosures of Pecuniary Interest to note for the June 5, 2024 council meeting.

Ken Phillips, Greg Wilcox, and Girish Sankar are in attendance on behalf of the St. Clair Region Conservation Authority to provide a further update regarding the decommissioning of the Coldstream Dam.

    THAT the presentation from the St. Clair Region Conservation Authority regarding the potential removal of the Coldstream Dam be received for information;

    AND THAT staff be directed to prepare a report outlining recommended options to proceed with the potential removal of the Coldstream Dam.

Patrick Verkley and Jason O'Neil are in attendance on behalf of the Middlesex Federation of Agriculture to provide an update presentation.

  • THAT Report CPS-34-2024, re: 2025 Budget Process report be received;

    AND THAT Councillor Berze and Councillor Cates be appointed to the budget working group for the 2025 budget and join municipal staff during budget discussions during September, October and November 2024

  • THAT Report PWE 29-2024, re: Fisher-Watt Municipal Drain Tender Award be received;

    THAT the construction of the Fisher-Watt Municipal Drain be awarded to the lowest tender bid submission received from A.G. Hayter Contracting Ltd. in the amount of $95,298.50 + HST.

  • THAT Report PWE-27-2024, re: Tender Results for Load and Haul of Granular ‘A’ be received;

    AND THAT Council award the Load & Haul of Granular ‘A’ tender to Johnston Bros. (Bothwell) Ltd. in the amount of $6.95 per tonne (excluding HST);

    AND FURTHER THAT the Mayor and Clerk be authorized to execute the necessary contract documents.

  • THAT Report PWE-28-2024, re: Bulk Road Salt Tender Award be received;

    AND THAT Council award the bulk road salt tender to Compass Minerals in the amount of $77.65 per tonne picked up or $92.22 per tonne delivered;

    AND FURTHER THAT the Director of Public Works and Engineering be authorized to execute the necessary contracts.

  • THAT Report CLK-04-2024, re: Ontario Land Tribunal E-File Portal Implementation be received for information.

  • THAT report CPS-37-2024, the GFOA Distinguished Budget Presentation Award 2024 report be received as information.

    AND FURTHER THAT Council direct staff to proceed with the establishment of a separate Committee of Adjustment.

    AND THAT Council approves the enhancements to the benefit program as outlined in the report below for employee benefit plan 11418A and B for July 1, 2024;

    AND THAT Council approves the enhancements to the benefit program as outlined in the report below for employee benefit plan 11418A and B for December 1, 2024;

    AND THAT Council approves the enhancements to the benefit program as outlined in the report below for employee benefit plan 11418A and B for March 1, 2026;

    AND FURTHER THAT the Director of Corporate Services be directed to budget for the use of the Employee Benefits Reserve Fund in the 2025 and 2026 budgets for $18,666.72 and $27,909.72 respectfully to fund these improvements.
