Mayor DeViet to call the meeting to order at 9:30 a.m.

Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting being held electronically.

Members of the public may also attend the meeting in-person at the Ilderton Community Centre, located at 13168 Ilderton Road, Ilderton, N0M 2A0.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.

Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

There are no additions to the November 1, 2023 Council meeting agenda.

Ben Puzanov and Cassandra Harms on behalf of the Thames Valley District School Board are in attendance to provide an overview of the Middlesex Elementary Attendance Area Review. 

Arlene Morell - Thames Valley District School Board Trustee is also in attendance to provide a few comments.

  • THAT the minutes of the September 18, 2023 Community Services Advisory Committee meeting be adopted as printed.

  • THAT Report BLD-08-2023 re: Third Quarter 2023 Building Activity Summary be received for information.

  • THAT Report CPS-43-2023, re: Asset Management Software Program Update be received;

    AND THAT Council approves the cancellation of the Dude Solutions Software (Brightly);

    AND FURTHER THAT Council delegate authority to the Director of Public Works and Engineering to execute all related service agreements with a new asset management service provider in 2024 as part of the 2024 budget.

  • THAT Report CPS-44-2023, re: Property tax sale update be received for information.

  • THAT Report CPS-45-2023, re: Capital Budget to Actual Q3 2023 report be received as information.

  • THAT Report PWE 42-2023, re: Arva Wastewater Amending Agreement be received;

    AND THAT the Mayor and Clerk be authorized to execute the necessary document to enter into the amended Arva wastewater agreement with the City of London as identified in Appendix A to Report PWE 42-2023.

Tiffany Farrell - Director of Corporate Services is in attendance to provide an overview of the Capital 2024 Budget.

Ruth Joyce - Manager of Human Resources is in attendance to provide an overview of the Human Resources Policy Updates.

    THAT the Job Evaluation Management Program Policy HRS.P03.V2, Pay Equity & Job Evaluation Policy HRS.P05.V2, and Salary Administration Policy HRS.P08.V2 be repealed and replaced with the Compensation Administration Policy HRS.P43.V1;

    AND THAT Problem and Conflict Resolution policy HRS.P40.V2 be repealed;

    AND FURTHER THAT Report CPS-47-2023 re: Human Resources Policy Updates be approved.

Councillor Aerts provides comments regarding fall yard maintenance.

Deputy Mayor Brennan provides comments regarding the Middlesex County Warden Inaugural Meeting. 

Councillor Heffernan provides an update from the Upper Thames River Conservation Authority regarding fee increases and delegations.

Councillor Berze provides an update from the Kettle Creek Conservation Authority regarding infrastructure grants and council support for funding requests.

Mayor DeViet provides an overview of meetings and events attended as well as representative and advocacy activities undertaken throughout the month of October.

    THAT By-laws 2023-112 through to By-law 2023-116 be adopted as printed.

Being a By-law of the Corporation of the Municipality of Middlesex Centre to dedicate certain portions of road for public purposes (Block 64, 65 and 66 on Plan 33M-836).

Being a By-law of the Corporation of the Municipality of Middlesex Centre to dedicate certain portions of road for public purposes (Block 22 on Plan 33M-763).

Being a By-law of the Corporation of the Municipality of Middlesex Centre to dedicate certain portions of road for public purposes (Block 64 on Plan 33M-705).

Being a by-law of the Corporation of the Municipality of Middlesex Centre to approve an Amended Site Plan Control and Development Agreement between the Municipality, Oriole Park Resort Inc., and Oriole Park Komoka Ltd.

Being a By-law to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on November 1, 2023. 

The next Council meeting is scheduled for November 15, 2023.
