Mayor DeViet to call the meeting to order at 9:00 a.m.


Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.


Members of the public may also attend the meeting in-person at the Ilderton Community Centre located at 13168 Ilderton Rd, Ilderton, ON N0M 2A0

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT the minutes of the Middlesex Centre Council meeting held on September 20, 2023 be adopted as printed.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Items 7.1 through 7.5 listed under the heading of Consent Agenda for October 4, 2023 be adopted as recommended.

  • THAT Report CAO-30-2023, re: Composition of Middlesex OPP Detachment Board be received for information.

  • THAT Report CAO-31-2023 re: Updates to Middlesex Centre Community Improvement Plan be received;

    AND THAT the Middlesex Centre Community Improvement Plan be updated as outlined in Report CAO-31-2023.

  • THAT the minutes of the Community Services Advisory Committee held on June 19, 2023 be received for information. 

  • THAT Report CMS-08-2023 re: Affordable Access to Recreation Policy be received;

    AND THAT the policy set out in Appendix A to Report CMS-08-2023 be approved.

  • THAT Report PWE 35-2023, re: Tree Policy be received;

    AND THAT Council endorse the Tree Policy as found in Appendix A;

    AND FURTHER THAT Council approve amendments to the Fees and Charges By-law as found in Appendix B.

  • THAT Report CLK-09-2023, re: Procedural By-law Review be received;

    AND THAT the draft Procedural By-law 2023-0xx attached as Appendix ‘A1’ be approved;

  • THAT Report CMS-09-2023 re: Indoor Aquatic Facility Cost Benefit Analysis be received as information.

  • THAT Report PWE 40-2023 re: Replacement Plow Truck Purchase be received;

    AND THAT the purchase of a new 2024 or 2025 Mack Granite plow truck be awarded to Vision Truck Group in the amount of $578,500.22 (including nonrefundable HST);

    AND FURTHER THAT a budget overage of $28,500.22 (including nonrefundable HST) be approved

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(b)  personal matters about an identifiable individual, including municipal or local board employees (CAO Annual Review);

  • THAT By-laws 2023-085 and 2023-106 through to By-law 2023-108 be adopted as printed.

Being a by-law of the Corporation of the Municipality of Middlesex Centre to provide for a drainage works to be known as the Proskairos Municipal Drain

Being an amendment to By-law 2022-104 to establish various fees and charges for services provided by the Municipality of Middlesex Centre (Fee By-Law)

Being a by-law of the Corporation of the Municipality of Middlesex Centre to provide rules for governing the order and procedures of the Council of the Municipality of Middlesex Centre

Being a By-law to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on October 4, 2023
