Mayor DeViet calls the meeting to order at 9:30 a.m.

Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting being held electronically.

Members of the public may also attend the meeting in-person at the Coldstream Community Centre, located at 10227 Ilderton Road, Ilderton, N0M 2A0.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.

Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

Item 14.5 has been added to the agenda being a by-law approving and ratifying a Severance Agreement between 1047582 Ontario Ltd as the “Owner” and the Municipality of Middlesex Centre as the “Municipality”

There are no disclosures of pecuniary interest to note for January 11, 2023.

Graham Pressey is in attendance on behalf of Blackline Consulting to provide an overview of the Customer Service Delivery review.

Sean Hanlon, Customer Service/Recreation Program Assistant is in attendance to provide an update regarding the Seniors Community Grant.

    THAT Items 7.1 through 7.5 listed under the heading of Consent Agenda for January 11, 2023 be adopted as recommended.

  • THAT the compliance Report CPS-01-2023, for expenses excluded from the 2023 budget outlined in Report CPS-02-2023 as a requirement of Ontario Regulation 284/09 passed under the Municipal Act, 2001 be received.

  • THAT Report CPS-03-2023, re: Ontario Community Infrastructure Fund 2023 be received for information.

  • That Report CPS-09-2023, re: Development Charge Interest Policy be received;

    AND THAT Policy appended to Report CPS-09-2023 be approved.

    THAT Council approve Bylaw 2023-002 to adopt the current budgetary estimates for the year 2023;

    AND THAT Council approve Bylaw 2023-003 to establish a levy for the year 2023, to adopt tax rates for 2023 and to provide for penalty and interest in default of payment and the collection thereof.

Being a By-law of the Corporation of the Municipality of Middlesex Centre to set the tax rates and to further provide for penalty and interest in default of payment thereof for 2023

Being a By-law of the Corporation of the Municipality of Middlesex Centre to establish a cash-in-lieu of parking program

Being a by-law approving and ratifying a Severance Agreement between 1047582 Ontario Ltd as the “Owner” and the Municipality of Middlesex Centre as the “Municipality” for land legally described as part of Lot 4, Concession 16, as in 98975, Middlesex Centre Township/London Township, now in the Municipality of Middlesex Centre, County of Middlesex, being all of PIN 08150-0050 (LT), municipally known as 24176 Clarke Road, Granton, ON, N0M 1V0
