Mayor DeViet calls the meeting to order at 9:32 a.m.

Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting being held electronically.

Members of the public may also attend the meeting in-person at the Coldstream Community Centre, located at 10227 Ilderton Road, Ilderton, N0M 2A0.

Mayor DevViet provides opening remarks extending congratulations to Middlesex Centre firefighter Tim Webb from Arva Station for receiving the 2023 London Ontario Golf Heart Award.

Mayor DeViet further notes that local businesses are invited to apply for funding under the Middlesex Centre Community Improvement Plan (or CIP). The application window for 2023 CIP funding opens February 1, 2023. Applications will be accepted until March 31, 2023. To apply, contact the municipal office or visit middlesexcentre.ca/cip

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.

Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

There are no additions to the February 1, 2023 Council meeting agenda.

There are no disclosures of pecuniary interest to note for February 1, 2023.

Colin Toth, Director of Fire and Emergency Services and Fire Chief for Middlesex Centre is in attendance, along with Ania Bialecki, Supervisor of Operations Southwest Region, Enbridge Gas and Jamie Kovacs, Fire Marshal’s Public Fire Safety Council to make an announcement regarding funding received under the Safe Community Project Assist program, which supplements existing training for Ontario volunteer fire departments in the communities where Enbridge Gas operates.

    THAT the Council for the Municipality of Middlesex Centre defer a decision regarding the Risdon Municipal Drain Report from Mike DeVos of Spriet Associates dated November 3, 2022 to the March 1, 2023 Council meeting;

    AND THAT staff be directed to further consult with the area Conservation Authority regarding the drain sizing requirements.

    THAT the Council for the Municipality of Middlesex Centre receives the Government Drain No 2 Branch 6 Report from Mike DeVos of Spriet Associates dated November 3, 2022 and authorizes that the project proceed;

    AND THAT the Court of Revision will meet on March 1, 2023;

    AND FURTHER THAT Councillor Shipley, Councillor Aerts, and Deputy Mayor Brennan be appointed to sit as the members of the Court of Revision with Deputy Mayor Brennan being the Chair.

    THAT Items 7.1 through 7.6 listed under the heading of Consent Agenda for February 1, 2023 be adopted as recommended.

  • THAT Report CPS-10-2023, re: Treasurer Statement 2022 – Cash in Lieu of Parkland Reserve Fund be received for information.

  • THAT Report CPS-11-2023 regarding the Delaware Hydro Reserve Fund be received for information.

  • THAT the Petition for Drainage submitted proceed;

    AND THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works;

    AND FURTHER THAT following the notice to the appropriate agencies, Mike DeVos, P. Eng of Spriet Associates be appointed to prepare a Drainage Report for the creation of a new Municipal Drain, all in accordance with the Ontario Drainage Act.

  • THAT Report PWE 05-2023 regarding 10191 Longwoods Road Lease Agreement be received;

    AND THAT the Mayor and Clerk be authorized to execute the Lease Agreement as found in Appendix A

  • THAT the minutes of the Community Services Advisory Committee held on December 19, 2022 be received for information.

  • THAT the Year End and Fourth Quarter 2022 Building Activity Summary be received for information.

    THAT Report CAO-2-2023 re: Grant Proposal for Ilderton Arena – Green and Inclusive Community Buildings Fund be received;

    AND THAT Council of the Municipality of Middlesex Centre supports application for the Green and Inclusive Community Buildings Fund to retrofit the Ilderton Arena.

    Section 239 (2)(c)  a proposed or pending acquisition or disposition of land by the municipality or local board;

Being a by-law of the Corporation of the Municipality of Middlesex Centre to provide for a  drainage works to be known as the Risdon Municipal Drain Culvert

By-law 2023-012 is referred back to staff. See Resolution #2023-030.

Being a by-law of the Corporation of the Municipality of Middlesex Centre to provide for a drainage works to be known as the Government Drain No. 2 – Branch 6 2022

Being a by-law to delegate certain powers and duties under the Municipal Act, 2001, S.O. 2001, c. 25, and other Acts
