Mayor DeViet to call the meeting to order at 9:30 a.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Ilderton Community Centre located at 13168 Ilderton Rd, Ilderton, ON N0M 2A0.


Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Deputy Clerk to receive a registration link to join the meeting electronically.


Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.


Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT the minutes of the Council meeting held on September 18, 2024 be adopted as printed

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Items 7.1 through 7.5 listed under the heading of Consent Agenda for October 2, 2024 be adopted as recommended.

  • THAT Report CLK-07-2024 re: 2025 Council Meeting Schedule be received;

    AND THAT the 2025 Middlesex Centre Council meeting schedule attached as Appendix 'A' be approved

  • THAT Report CMS-07-2024 re: Komoka Railway Museum Land Use Agreement be received;

    AND THAT the Land Use Agreement set out in Appendix A of this report between the Municipality of Middlesex Centre and the Komoka Railway Museum be approved;

    AND FURTHER THAT the Mayor and Clerk be authorized to execute any necessary documents to complete the Agreement.

  • THAT the minutes of the Community Services Advisory Committee held on June 25, 2024 be approved.

  • THAT the Budget to Actual report CPS-46-2024 for August 2024 be received as information.

  • THAT Report CPS-47-2024 outlining the budget 2025 community survey results be received for information.

  • THAT Report PLA-45-2024, re: Housing Accelerator Fund Round 2 be received;

    AND THAT Council express support for the Municipality’s application to Round 2 of the Housing Accelerator Fund;

    AND FURTHER THAT staff report back on the status of the funding application.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(e)  litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (PPS Transition and OPA #59);

    Section 239 (2)(c)  a proposed or pending acquisition or disposition of land by the municipality or local board (Proposed Disposition - Ward 3)

    Section 239 (3.1) educational or training sessions. A meeting of a council or local board or of a committee of either of them may be closed to the public if the following conditions are both satisfied:

    1.  The meeting is held for the purpose of educating or training the members.

    2.  At the meeting, no member discusses or otherwise deals with any matter in a way that materially advances the business or decision-making of the council, local board or committee (Provincial Policy Statement Education Session)

Being a By-law of the Corporation of the Municipality of Middlesex Centre to accept and assume ownership of the Block 58 on registered plan 33M-836 (Geographic Township of London) Timberwalk Phase 5 Subdivision, London

Being a By-law approving and ratifying a Severance Agreement between 2833848 Ontario Ltd. as the “Owner” and the Municipality of Middlesex Centre as the “Municipality”.

Being a by-law to amend the Middlesex Centre comprehensive Zoning By-law number 2005-005 with respect to Concession 7 N Part Lot 7  (geographic Township of Lobo), Municipality of Middlesex Centre, roll number: 393900004004700.

Being a By-law of the Corporation of the Municipality of Middlesex Centre to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Special Meeting of Council held on October 2, 2024
