CALL TO ORDER

Mayor DeViet calls the meeting to order at 5:30 p.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Ilderton Community Centre located at 13168 Ilderton Rd, Ilderton, ON N0M 2A0.

Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.

Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at [phone] by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.

Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

Appointment of Ward 1 Councillor

• THAT Report CLK-08-2024 re: Appointment of Ward 1 Councillor be received;

  AND THAT Jean Coles be appointed as the Ward 1 Councillor for the remainder of the 2022-2026 term of Council.

6.2

Community Sport & Recreation Infrastructure Fund Endorsement

• THAT Report CMS-08-2024 Community Sport & Recreation Infrastructure Fund (CSRIF) Endorsement be received;

  AND THAT Council endorses staff to proceed with an application to the Province of Ontario’s CSRIF to support the renovation of the Ilderton Arena.

Budget to Actual September 2024

• THAT the Budget to Actual report CPS-49-2024 for September 2024 be received as information.

2025 OPP Annual Billing Statement

• THAT Report CPS-50-2024, the 2025 OPP Annual Billing Statement report be received for information.

Municipal Office Renovation – Budget Amendment No. 2

• THAT Report CMS-09-2024, re: Municipal Office Renovation Budget Amendment No. 2 be received;

  AND THAT the Municipal Office Renovation/Construction budget be amended to add the additional capital costs required to renovate the existing community centre washrooms and the supply/install of a new wall partition in the community hall/meeting room in the amount of $156,583.12.

Potential Removal of Coldstream Dam

Michael DiLullo, CAO is in attendance virtually to provide an overview of the Staff Report.

  AND THAT Council provide direction in regard to informing the St. Clair Region Conservation Authority to proceed with an Environmental Assessment for the Coldstream Dam.

Major Redline Revision Draft Plan of Condominium (39T-MC-CDM2002); Filed by 10919 Longwoods Road Inc.

Dan Fitzgerald, Manager of Planning for the County of Middlesex is in attendance to provide an overview of the Staff Report.

Steve Saker the agent is in attendance to provide comments on the Staff Report.

  THAT the County of Middlesex be advised that Middlesex Centre recommends the changes to draft plan approval for the land known legally as Concession 1 Part Lot 6 RP 33R17432 Part 9, former Township of Delaware, Middlesex Centre, County File: 39T-MC-CDM2002, subject to the draft plan conditions appended to the Middlesex Centre report PLA-50-2024, and subject to a three (3) year lapse period.

Application for Zoning By-law Amendment (ZBA-10-2024) for 13181 Ilderton Road; Filed by Siv-ik Planning & Design on behalf of James and Joanne Kelly

  THAT Zoning By-law Amendment application, as amended, (ZBA-10-2024) filed by Siv-ik Planning & Design on behalf of James and Joanne Kelly to rezone a part of the land at 13181 Ilderton Road from ‘Existing Use (EU)’ to “Urban Residential Third Density exception 28 (UR3-28)” for medium density residential development be APPROVED;

  AND THAT holding symbol (h-2) be applied to the lands zoned “Urban Residential Third Density exception 28 (UR3-28)” to require a site plan agreement be entered into with the Corporation of the affect lands, be APPROVED.

Request for Support - Jessica's House - Hospice Expansion

  THAT the Council for the municipality of Middlesex Centre support the requested application to the Ontario Health Provincial Palliative Care Program, Ontario Health Region, initiated by Jessica’s House Hospice with respect to the addition of three additional hospice beds;

  AND THAT the Mayor for the Council of the municipality of Middlesex Centre be authorized to sign on to a letter of support prepared on behalf of the proposal submitted by Jessica’s House Hospice to the Ontario Health Provincial Palliative Care Program, Ontario Health Region.

  THAT Council rise from closed session and return to open session at 6:12 p.m.

  During the closed session Council received an update on the security of am municipally owned property in Ward 1. In addition Council received an update regarding a proposed property disposition in Ward 1 and provided direction to staff.
