Mayor DeViet calls the meeting to order at 9:30 a.m.

Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting being held electronically.

Members of the public may also attend the meeting in-person at the Coldstream Community Centre, located at 10227 Ilderton Road, Ilderton, N0M 2A0

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.

Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

There are no additions to the May 3, 2023 Council meeting agenda.

Due to technical issues, Sarah Savoir, Accessibility Coordinator, with the County of Middlesex was unable to provide an overview of the Joint Annual Accessibility Status Report for 2022 as well as a presentation regarding accessibility roles and responsibilities. This presentation will be rescheduled for a future meeting.

  • THAT Report BLD-02-2023 re: First Quarter 2023 Building Activity Summary be received for information.

  • THAT Report CAO-12-2023 re: Less Red Tape, Stronger Economy Act, 2023 be received for information.

  • THAT Report CAO-13-2023 re: Grant Partnership for Wastewater Testing Project be received for information.

  • THAT Report CAO-15-2023 re: Rogers Fibre to Home be received for information.

  • THAT Report CAO-16-2023, re: First Annual National Symposium on Agricultural Mental Health be received for information.

  • THAT Report FS-03-2023 entitled ‘Authorization to Participate - Mutual Aid Plan Bylaw’ be received;

    AND THAT Council authorizes the continued participation of the Municipality of Middlesex Centre Fire Services in the County of Middlesex Mutual Aid Plan.

  • Councillor Aerts declared a conflict on this item. (Councillor Aerts discloses a pecuniary interest in regards to item 7.8 McQueen-Kennings Drain Petition for Drainage as they are a property owner serviced by this drain.)
  • THAT the Petition for Drainage submitted proceed;

    AND THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works;

    AND FURTHER THAT following the notice to the appropriate agencies, Mike DeVos, P.Eng of Spriet Associates be appointed to prepare a Drainage Report for the creation of a brand new branch of the McQueen-Kennings Drain, all in accordance with the Ontario Drainage Act.

  • THAT the Petition for Drainage submitted proceed;

    AND THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works;

    AND FURTHER THAT following the notice to the appropriate agencies, Mike DeVos, P.Eng of Spriet Associates be appointed to prepare a Drainage Report for the creation of a new Municipal Drain, all in accordance with the Ontario Drainage Act.
