Mayor DeViet calls the meeting to order at 9:30 a.m.

In response to COVID-19 we continue to hold Council meetings electronically. Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel.

There are no additions to the February 3, 2021 Council meeting agenda.

There are no disclosures of pecuniary interest declared by members of Council for the February 3, 2021 Council meeting agenda items.

There are no delegations, presentations or petitions for the February 3, 2021 Council meeting.

    THAT CAO Report CAO-2-2021 re: Housekeeping Amendments to Procurement Policy be received;

    AND THAT By-Law 2020-102 be amended as outlined in Report CAO-2-2021.

    THAT Report CPS-03-2021 entitled “Middlesex Centre Website and Social Media Overview, 2020” be received.

    THAT Report CMS-01-2021 re: Ilderton Library Lease Agreement be received.

    AND THAT the Ilderton Library Lease Agreement appended to Report CMS-01-2021 be approved.

    THAT the Petition for Drainage submitted by landowners proceed;

    AND THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works;

    AND FURTHER THAT following the notice to the appropriate agencies, Mike DeVos, P.Eng. of Spriet Associates be appointed to prepare a Drainage Report for the creation of a new Municipal Drain to replace the existing Bell Award Drain.

    THAT the Council Vacancy Procedure appended to Report CLK-03-2021 be amended under Section 1 - Notice of Vacancy to include the addition of the following clause:

    "In the event that only a single application is received for a vacant office, the Municipal Clerk will extend the nomination period in order to allow for the submission of additional applications."

    THAT Report CLK-03-2021 re: Process to fill Ward 4 Council Vacancy be received for information;

    AND THAT Council resolves that Option 1A: Appoint a Qualified Elector who received the most votes in the 2018 Municipal Election but was not elected as detailed in Report CLK-03-2021 be utilized as the method to fill the vacant Ward 4 Council seat;

    AND THAT the Municipal Clerk be directed to report back to the February 17, 2021 Council Meeting to confirm whether the individual who received the most votes but was not elected in the 2018 Municipal Election has consented to accepting office if appointed and is still qualified to accept office;

    AND FURTHER THAT should the individual who received the most votes but was not elected decline to accept the office, the Municipal Clerk shall utilize Option 1B, as amended;

    Section 239 (2)(c) a proposed or pending acquisition or disposition of land by the municipality or local board;

    THAT Report CAO-3-2021 re: Potential Acquisition of Land from London – Former Pumping Station Facility – 79 Glendon Drive be received;

    AND THAT the CAO and Municipal Clerk proceed with the acquisition of 79 Glendon Drive at the acquisition cost of $5,490.00 with funds to be drawn from the Build Middlesex Centre Reserve Fund.
