Mayor DeViet to call the meeting to order at 5:30 p.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Ilderton Community Centre located at 13168 Ilderton Rd, Ilderton, ON N0M 2A0.


Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.


Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.


Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT the minutes of the October 2, 2024 meeting of Council be adopted as printed.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Consent items 6.1 through 6.5 listed on the October 16, 2024 agenda be adopted as recommended.

  • THAT Report CLK-08-2024 re: Appointment of Ward 1 Councillor be received;

    AND THAT Jean Coles be appointed as the Ward 1 Councillor for the remainder of the 2022-2026 term of Council.

  • THAT Report CMS-08-2024 Community Sport & Recreation Infrastructure Fund (CSRIF) Endorsement be received;

    AND THAT Council endorses staff to proceed with an application to the Province of Ontario’s CSRIF to support the renovation of the Ilderton Arena.

  • THAT the Budget to Actual report CPS-49-2024 for September 2024 be received as information.

  • THAT Report CPS-50-2024, the 2025 OPP Annual Billing Statement report be received for information.

  • THAT Report CMS-09-2024, re: Municipal Office Renovation Budget Amendment No. 2 be received;

    AND THAT the Municipal Office Renovation/Construction budget be amended to add the additional capital costs required to renovate the existing community centre washrooms and the supply/install of a new wall partition in the community hall/meeting room in the amount of $156,583.12.

  • THAT Report CAO-26-2024 re: Potential Removal of Coldstream Dam be received;

    AND THAT Council provide direction in regard to informing the St. Clair Region Conservation Authority to proceed with an Environmental Assessment for the Coldstream Dam or not.

  • THAT Zoning By-law Amendment application, as amended, (ZBA-10-2024) filed by Siv-ik Planning & Design on behalf of James and Joanne Kelly to rezone a part of the land at 13181 Ilderton Road from ‘Existing Use (EU)’ to “Urban Residential Third Density exception 28 (UR3-28)” for medium density residential development be APPROVED;

    AND THAT holding symbol (h-2) be applied to the lands zoned “Urban Residential Third Density exception 28 (UR3-28)” to require a site plan agreement be entered into with the Corporation of the affect lands, be APPROVED.

  • THAT the Correspondence items 9.1 through 9.3 be received as information.

  • THAT the Council for the municipality of Middlesex Centre support the requested application to the Ontario Health Provincial Palliative Care Program, Ontario Health Region, initiated by Jessica’s House Hospice with respect to the addition of three additional hospice beds;

    AND THAT the Mayor for the Council of the municipality of Middlesex Centre be authorized to sign on to a letter of support prepared on behalf of the proposal submitted by Jessica’s House Hospice to the Ontario Health Provincial Palliative Care Program, Ontario Health Region.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(a)  the security of the property of the municipality or local board (Security of Municipally Owned Property - Ward 1);

    Section 239 (2)(c)  a proposed or pending acquisition or disposition of land by the municipality or local board (Proposed Disposition - Ward 1)

Being a By-law of the Corporation of the Municipality of Middlesex Centre to Appoint a Councillor for Ward 1.

Being a by-law to amend the Municipality of Middlesex Centre Comprehensive Zoning By-law number 2005-005 with respect to Concession 10 PT Lot 26 RP 33R20698 Parts 4 to 7 (geographic Township of London), Municipality of Middlesex Centre, roll number: 393903408020800.

Being a By-law of the Corporation of the Municipality of Middlesex Centre to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council Meeting held on October 16, 2024
