Mayor DeViet calls the meeting to order at 9:30 a.m.

Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel.

The Chair provides opening remarks to congratulate Middlesex Centre Fire Services on the success of their annual boot drive which raised $26,130.50 to be donated to Muscular Dystrophy Canada. 

A video is shown to celebrate Years of Service for Middlesex Centre staff.

There are no additions to the October 13, 2021 Council agenda.

    THAT Council adjourn its regular meeting in order to sit as the Court of Revision under Section 97 of the Drainage Act, as amended, to consider the Vande Borne Drain with members Councillor Heffernan, Councillor Shipley and Deputy Mayor Brennan in the Chair;

    AND THAT the CAO and Treasurer continue with the submissions as outlined in Report 26-2021 to proceed with the identified projects.

    AND THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works;

    AND FURTHER THAT following the notice to the appropriate agencies, Mike DeVos, P.Eng of Spriet Associates be appointed to prepare a Drainage Report for the creation of a new Municipal Drain, all in accordance with the Ontario Drainage Act.

    THAT Report PLA 86-2021 re: ‘Information Report – for Ontario Land Tribunal Files PL200502 and PL200503 for Applications for Consent B-32/19 and Zoning By-law Amendment ZBA 29 2019 relating to the property municipally known as 14378 Ilderton Road & 22740 Richmond Street’ be received;

    AND THAT the Clerk assign a by-law number to the Ontario Land Tribunal approved Zoning By-law Amendment;

    AND THAT on January 6, 2021, Council for the Municipality of Middlesex Centre provided the Chief Administrative Officer with direction and authority to endorse Minutes of Settlement in PL200502 and PL200503 in the event the particulars set out in the Minutes of Settlement dated April 16, 2021 were agreeable with the Appellant;

    AND FURTHER THAT Council approves the Severance Agreement and directs for it to be endorsed by the Municipality.

    THAT Report CAO-24-2021 re: Funding of Watermain Extension on Longwoods Road be received;

    AND THAT the amount of $60,000 be provided for the purposes of the watermain extension along Longwoods Road to support development;

    AND THAT the amount of $60,000 be withdrawn from the Delaware Hydro Reserve Fund;

    AND FURTHER THAT future development revenues realized from this watermain extension be reinstated back to the Delaware Hydro Reserve Fund.

Deputy Mayor Brennan provides the following updates from Middlesex County Council held on September 28, 2021 and October 13th, 2021:

Ambulance Service Review

Request for Proposals for an Electronic Patient Record Solutions was awarded

County CAo working with ONEIDA on governance and organizational on ongoing project

A presentation was provided from the Committee to Establish a Middlesex

Budget variance report received

starthmere lodge reports given

November 27th will be wardens banquet

 

A report was received from Mark Brown, Woodlands Conservation Officer regarding harvesting of timber;

The MLPS 2022 Response Time Performance Plan was received;

An Investing in Canada Infrastructure Program (ICIP) Transfer Payment Agreement was approved;

An Amended Sublease Agreement was approved with Culinary Catering

The 2020 Investment Report was received; 

A Presentation of the Proceeds of the 2021 Middlesex County Warden's Charity Golf Tournament to the Lucan Legion Branch 540 and Victim Services of Middlesex London

A number of planning items were considered.

Middlesex County staff will be bringing a report back on the initiative.

Councillor Heffernan provided an update on the 2021 Ilderton Fair which was held on October 1st and 2nd with approximately 8,700 attendees (3,500 in attendance on Friday and 4,200 on Saturday). The Midway grossed approximately $200,000.00. Councillor Heffernan commended the organizers and volunteers on the success of the event.

    THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at 10:54 a.m. pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(a)  the security of the property of the municipality or local board;

    Section 239 (2)(b)  personal matters about an identifiable individual, including municipal or local board employees;

    Section 239 (2)(c)  a proposed or pending acquisition or disposition of land by the municipality or local board;

    Section 239 (2)(e)  litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board.
