Mayor DeViet to call the meeting to order at 9:30 a.m.


Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting being held electronically.


Members of the public may also attend the meeting in-person at the Coldstream Community Centre, located at 10227 Ilderton Road, Ilderton, N0M 2A0.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

Officer Ross Stuart from the Ontario Provincial Police will be in attendance to provide an area update.

  • THAT the minutes of the Middlesex Centre Council meeting held on June 21, 2023 be adopted as printed.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Consent items 7.1 through 7.4 listed on the July 5, 2023 agenda be adopted as recommended.

  • THAT Council receives Report CMS-05-2023 re: Request for Surplus Lands Resolution for Municipally Owned Properties;

    AND THAT Council deems the municipally owned open space identified in Appendix A1 of this report as surplus;

    AND THAT Council directs staff to proceed with the transfer of municipally owned properties known as PLAN 958 BLK B KOMOKA PARK RESERVE (River Flats Park), CON 1 S PT LOT 9 RP 33R6942 PARTS 13, 22 & 23, PLAN 33M454 BLK 39, PLAN 33M454 BLK 38 (Rivers Edge Park), and LOBO CON 1 PT LOT 7 CON BF PT LOT 7 PT RD ALLOW RP 33R19930 PARTS 27 TO 38 as shown on Appendix A1 (hereinafter referred to as the “Subject Lands”), which is deemed surplus to municipal needs;

    AND FURTHER THAT staff be directed to proceed with disposal of the lands subject to the satisfaction of the retained municipality’s solicitor, the Middlesex County Barrister & Solicitor’s Office.

  • THAT Report CPS-35-2023, re: Treasurer’s Investment Report 2022 be approved.

  • THAT the 2023 Drinking Water Quality Management System Operational Plans for Middlesex Centre's drinking water systems as required under Ontario's Ministry of the Environment, Conservation and Parks' Drinking Water Quality Management Standard be endorsed.

  • THAT the minutes of the March 20, 2023 Community Services Advisory Committee meeting be adopted as printed.

Matthew Rodrigues, Senior Planner, Urban and Community Planning with WSP will be in attendance to provide a presentation regarding the Zoning By-law Review

  • THAT Report CAO-19-2023, re: Comprehensive Zoning By-law Review and Update be received;

    AND THAT the Zoning By-law Amendment (ZBA-04-2023) that updates the Comprehensive Zoning By-law municipally-wide to reflect changes within Official Plan Amendment No. 59 be APPROVED and come into effect upon approval of Official Plan Amendment No. 59.

  • THAT Report CAO-18-2023, re: Housing Accelerator Fund (HAF) be received;

    AND THAT Council direct staff to complete an application for the Housing Accelerator Fund, inclusive of all supporting documentation, to the Housing Accelerator Fund;

    AND FURTHER THAT the CAO report back once more details have been provided in finalizing formal application to the Housing Accelerator Fund.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(b)  personal matters about an identifiable individual, including municipal or local board employees (Pay Equity Review);

    Section 239 (2)(d)  labour relations or employee negotiations (Pay Equity Review);

  • THAT By-laws 2023-078 through to By-law 2023-080 be adopted as printed.

Being a by-law approving and ratifying a Severance Agreement between Jo-Anne Beye & Roger Dyer as the “Owner” and the Municipality of Middlesex Centre as the “Municipality” for land legally described as PT LTS 10, 11 & 12, CON 4, as in 314758, 134283 & LQ15457, Except 845059, S/T ESMT 233939; LOBO TWP; Municipality of Middlesex Centre, being all of PIN 09666-0055 (LT) and is municipally known as 10723 Gold Creek Drive, Middlesex Centre, ON

Being a by-law to amend the Middlesex Centre comprehensive zoning by-law number 2005-005 with respect to the entire Municipality of Middlesex Centre.

Being a By-law to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on July 5, 2023
