Mayor DeViet to call the meeting to order at 9:30 a.m.


In response to COVID-19 we continue to hold Council meetings electronically.


Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT the minutes of the Council meeting held on January 26, 2022 be adopted as printed.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT items 7.1 through 7.4 listed under the heading of Consent Agenda for February 2, 2022 be adopted as recommended. 

  • THAT Report CAO-4-2022, re: Ontario Connects – Bringing High-Speed Internet to Every Community be received for information.

  • THAT Report CAO-6-2022, re: Municipal Modernization Funding Program Intake 3 – Announcements be received for information.

  • THAT Report CPS-06-2022 regarding the Delaware Hydro Reserve Fund be received for information.

  • THAT Report PWE-06-2022, re: Water Wastewater New Vehicle Purchase be received;

    AND THAT the purchase one new Ford F-150 be awarded to McDonnell Motors Ltd in the amount of $55,681.91 (excluding HST);

    AND FURTHER THAT the Mayor and Clerk be authorized to execute the necessary documents.

  • THAT Report BLD-01-2022, re: Year End and Fourth Quarter 2021 Building Activity Summary be received for information.

  • THAT Report PWE-07-2022, re: Replacement Stacker Purchase be received;

    AND THAT the purchase of one new Stacker be awarded to Ault for a new McCloskey Stacker in the amount of $151,100.00 (excluding HST);

    AND FURTHER THAT the Mayor and Clerk be authorized to execute the necessary documents.

  • THAT Report CAO-5-2022, re: Amendment to Leaves of Absence Vacation Policy – Carry-Over be received;

    AND THAT the Leaves of Absence Vacation Policy appended to Report CAO-5-2022 be approved.

  • THAT the request from the Ilderton Gardeners be approved in the amount of $285 in accordance with the Council Grants Policy;

    AND THAT the request from the Komoka Railway Museum be approved in the amount of $5,000 in accordance with the Council Grants Policy;

    AND THAT the request from the Optimist Club of Bryanston-Birr approved in the amount of $1,500 in accordance with the Council Grants Policy;

    AND THAT the request from the Optimist Club of Ilderton be approved in the amount of $500 in accordance with the Council Grants Policy;

    AND THAT the request from the Middlesex Centre Archives be approved in the amount of $5,000 in accordance with the Council Grants Policy;

    AND THAT the request from the Delaware Lioness be approved in the amount of $1,750 in accordance with the Delaware Hydro Reserve Fund Policy;

    AND FURTHER THAT that staff be directed to prepare correspondence and issue payment to the above noted organizations.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(a)  the security of the property of the municipality or local board;

    Section 239 (2)(e)  litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;

    Section 239 (2)(f)  advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

Being a by-law of the Corporation of the Municipality of Middlesex Centre to provide for a drainage works to be known as the Bear Creek Municipal Drain Branch 6, 12 and 13 Municipal Drain
