Mayor DeViet to call the meeting to order at 1:00 p.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Council Chamber at the Middlesex Centre Municipal Office located at 10227 Ilderton Road.


Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.


Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.


Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

  • Agenda Item 5.1 - Presentation of the Middlesex Centre Proficiency Award

  • Recommendation:

    THAT the addition of items 5.1 and 13.4.1 to the August 6, 2025 Regular Council Meeting agenda be approved.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

Members of the Court of Revision are Deputy Mayor Brennan, Councillor Berze, and Councillor Shipley, with Councillor Berze being the Chair.

  • Recommendation:

    THAT Council adjourn its regular meeting at _______ p.m. to sit as the Court of Revision for the McQueen-Kennings Drain Branch No. 4 and the Moir Drain.

All appeals are required to be received in writing by the Municipal Clerk 10 days prior to the date of the Court of Revision as per the notice provided.

No appeals of schedule received.

Members of the Court of Revision may ask questions of the Engineer or staff.

If the Court is considering reducing an assessment adding it to a property whose owner is not present, then the Court of Revision will adjourn and notice sent to the absent parties to allow them to appeal the change, then reconvene per s. 53 of the Act.

All parties to the drain will receive written notice of the Court of Revision decision which will contain additional information on the process to appeal the decision of the Court of Revision to the Ontario Drainage Tribunal.

  • Recommendation:

    THAT the Middlesex Centre Court of Revision approves the Schedule of Assessment for the McQueen-Kennings Drain Branch No. 4 provisionally adopted by By-law No. 2025-053 as outlined in the report prepared by Spriet Associates Ltd.;

    AND THAT the corresponding by-law be forwarded to Council for third and final reading.

    THAT the minutes of the July 14, 2025 meeting of Striking Committee be adopted as printed;

    AND THAT Council concurs with the Committee's recommendation to appoint Adam Petrenko, Dave Johnson, and Christina Sachanowicz to the Community Services Advisory Committee for the balance of the term.

    THAT the minutes of the Middlesex Centre Council meeting held on July 16, 2025 be adopted as printed.

    AND THAT Council approve the Middlesex Centre Arts & Culture Policy as outlined in this report;

    AND FURTHER THAT staff be directed to implement the policy as part of ongoing program planning and community engagement initiatives.

    THAT Report CPS-40-2025 re: Capital Budget to Actual Q2 2025 be received for information.

  • Recommendation:

    THAT Report CPS-41-2025 re: Elmhurst Street and Parkland Place Project Fee be received;

    AND THAT Middlesex Centre Council approve the Fees and Charges Amendment By-law -Elmhurst Street and Parkland Place Project.

  • Recommendation:

    THAT Report PWE-42-2025 re: 2025 Drinking Water Quality Management System Operational Plans Endorsement be received;

    AND THAT the 2025 Drinking Water Quality Management System Operational Plans for Middlesex Centre's drinking water systems, as required under Ontario's Ministry of the Environment, Conservation and Parks' Drinking Water Quality Management Standard, be endorsed.

  • Recommendation:

    THAT Report PWE 41-2025 re: Ilderton Wastewater Treatment Facility Expansion Design and Contract Administration Services be received;

    AND THAT the detailed design, tendering and contract administration, site servicing and inspection for the Ilderton Wastewater Treatment Facility Expansion be awarded to Stantec Consulting Ltd. in the amount of $1,572,511.60 (exclusive of HST);

    AND FURTHER THAT the Mayor and Clerk be authorized to execute the necessary contract documents.

    AND THAT Middlesex Centre Council approve a private water service off of the municipal water system outside of a settlement area, for the provision of municipal water for the proposed development at 708-714 Gideon Drive.

    THAT By-laws 2025-059 through to By-law 2025-061 be adopted as printed.

Being a by-law to amend the appointment of members of Council and members of the public to the committees of Council and local boards of the Municipality of Middlesex Centre.

Being an amendment to By-law 2024-094 to establish various fees and charges for services provided by the Municipality of Middlesex Centre (Fee By-law).

Being a by-law to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on August 6, 2025.

The next Regular Council Meeting is scheduled for Wednesday, September 3 @ 9:30 a.m.
