Mayor DeViet calls the meeting to order at 5:30 p.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Ilderton Community Centre located at 13168 Ilderton Rd, Ilderton, ON N0M 2A0.

Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Deputy Clerk to receive a registration link to join the meeting electronically.

Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.

Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

Mayor DeViet announces that Middlesex Centre employee Brent Eckenswiller, will be representing Middlesex Centre at the Provincial Safety Truck Roadeo hosted by AORS. 

Mayor DeViet recognizes staff members for their years of service.

There are no Additions to the Agenda to note for the September 18, 2024 council meeting.

Chris Traini, Deputy Chief Administrative Officer and County Engineer is in attendance on behalf of the County of Middlesex to provide a verbal update regarding construction of a roundabout at the intersection of Glendon Drive and Vanneck Road/Jeffries Road/Coldstream Road.

    THAT Consent items 6.1 through 6.3 listed on the September 18, 2024 agenda be adopted as recommended.

  • THAT Report CAO-24-2024 re: Cost of Living Adjustment for 2025 be received;

    AND THAT the cost of living adjustment of two percent receives pre-budget approval for 2025 and applied to employee wages effective January 1 for the calendar year.

  • THAT Council receive for information Report PWE 45-2024 Elmhurst and Parkland Place Consultant Award

    AND THAT the Elmhurst and Parkland Place Detailed Design and Construction Administration be awarded to AECOM Canada Ltd. in the amount of $372,004.00 (excluding HST);

    AND FURTHER THAT the Mayor and Clerk be authorized to execute the necessary contract documents

  • THAT Report PWE 46-2024, re: Middlesex County Road Assumption be received;

    AND THAT Council endorse the consideration of Littlewood Drive from Bodkin Road to Fairground’s Road for assumption into the County Road network.

    THAT Report CLK-06-2024 re: Process to fill Ward 1 Council Vacancy be received
    for information;

    AND THAT Council resolves that Option 1 - Appoint a qualified elector who
    received the most votes in the 2022 Municipal Election but was not elected be
    utilized as the method to fill the vacant Ward 1 Council seat;

    AND THAT the Municipal Clerk be directed to report back to the October 16,
    2024 Council Meeting to confirm whether the individual has consented to
    accepting office if appointed and is still qualified to accept office;

    AND FURTHER THAT should the individual who received the most votes but
    was not elected decline to accept the office or is no longer qualified, the
    Municipal Clerk shall utilize Option 2 and employ the Council Appointment
    Procedure as appended to this report.

    THAT Report PWE 50-2024 regarding the Glendon Drive Watermain Twinning Sole Source Request be received;

    AND THAT engineering design, tender preparation, and contract administration for the Glendon Drive Watermain Twinning be awarded to Stantec Consulting Limited in the amount of $ 98,674.24 (excluding HST);

    AND FURTHER THAT the Mayor and Clerk be authorized to execute the necessary contract documents.

    THAT the Zoning By-law Amendment application (ZBA-2017), to rezone the subject property from the ‘Urban Residential First Density exception 3 (UR1-3)’ Zone to the ‘Urban Residential First Density exception 47 (UR1-47)’ Zone for the land legally described as Concession 2 Part Lot 5 (former Township of Lobo) Municipality of Middlesex Centre, and known municipally as 45 Springer Street, be APPROVED.

    AND THAT holding symbol (h-1) be applied to the lands zoned “Urban Residential First Density exception 47 (UR1-47)” to require a subdivision agreement to be entered into with the Corporation of the affected lands, be APPROVED.

    AND FURTHER THAT the County of Middlesex be advised that Middlesex Centre recommends draft plan approval for the land known legally as Concession 2 Part Lot 5 (former Township of Lobo) Municipality of Middlesex Centre, and known municipally as 45 Springer Street, County File No. 39T-MC0204, subject to the draft plan conditions appended to the Middlesex Centre report PLA-48-2024, and subject to a three (3) year lapse period.

    WHEREAS current provincial-municipal fiscal arrangements are undermining Ontario’s economic prosperity and quality of life

    WHEREAS nearly a third of municipal spending in Ontario is for services in areas of provincial responsibility and expenditures are outpacing provincial contributions by nearly $4 billion a year

    WHEREAS municipal revenues, such as property taxes, do not grow with the economy or inflation 

    WHEREAS unprecedented population and housing growth will require significant investments in municipal infrastructure

    WHEREAS municipalities are being asked to take on complex health and social challenges – like homelessness, supporting asylum seekers and addressing the mental health and addictions crises

    WHEREAS inflation, rising interest rates, and provincial policy decisions are sharply constraining municipal fiscal capacity

    WHEREAS property taxpayers – including people on fixed incomes and small businesses – can’t afford to subsidize income re-distribution programs for those most in need

    WHEREAS the province can, and should, invest more in the prosperity of communities

    WHEREAS municipalities and the provincial government have a strong history of collaboration

    THEREFORE, BE IT RESOLVED THAT the Province of Ontario commit to undertaking with the Association of Municipalities of Ontario a comprehensive social and economic prosperity review to promote the stability and sustainability of municipal finances across Ontario

    AND FURTHER THAT a copy of this motion be sent to the Premier of Ontario (premier@ontario.ca); Minister of Municipal Affairs and Housing (minister.mah@ontario.ca); the Minister of Finance (minister.fin@ontario.ca); and to the Association of Municipalities of Ontario (amo@amo.on.ca).
