Mayor DeViet to call the meeting to order at 9:30 a.m.


Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting being held electronically.


Members of the public may also attend the meeting in-person at the Coldstream Community Centre, located at 10227 Ilderton Road, Ilderton, N0M 2A0.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT the minutes of the August 16, 2023 meeting of Council be adopted as printed.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Items 7.1 through 7.4 listed under the heading of Consent Agenda for September 6, 2023 be adopted as recommended.

  • THAT Report CAO-28-2023, re: Rescind Proof of COVID-19 Vaccination Policy be received;

    AND THAT Middlesex Centre COVID-19 Vaccination Policy be rescinded effective September 6, 2023.

  • THAT Report CAO-26-2023, re: Cost of Living Adjustment for 2024 be received;

    AND THAT the cost of living adjustment of two and half percent receives pre-budget approval for 2024 and applied to employee wages effective January 1 for the calendar year.

  • THAT Report CLK-08-2023, re: Council Compensation Review be received;

    AND THAT Council provide direction on one of the options highlighted in Report CLK-08-2023 with respect to the Council Compensation Review.

  • THAT Report BLD-07-2023, re: Proposed New Building By-law be received;

    AND THAT the By-law attached as Appendix ‘A1’ be approved, to be effective January 1, 2024.

Staff report to be added on Friday, September 1st following the close of the tender

  • THAT Report CMS-07-2023 re: Office Renovation Tender Results be received;

    AND THAT the Office Renovation project (RFT-CMS-2023-01) be awarded to Tradition Construction Inc. with a total base bid cost of $5,130,310.04 (excluding HST).

  • THAT items 10.1 through 10.11 listed under the heading of Correspondence for September 6, 2023 be received for information.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(c)  a proposed or pending acquisition or disposition of land by the municipality or local board (Potential Acquisition - Property in Ward 1);

    Section 239 (2)(e)  litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (Litigation Update - Ward 4 Development);

    Section 239 (2)(f)  advice that is subject to solicitor-client privilege, including communications necessary for that purpose (Litigation Update - Ward 4 Development);

Being a By-law concerning the issuance of permits for construction, demolition, occupancy, change of use, on-site sewage systems, conditional permits, inspections, the charging for permit fees, and other related matters within the Municipality of Middlesex Centre 

Being a by-law to authorize the execution of a Temporary Use Agreement between James Brennan and Percy Brennan “the Owner” and the Municipality of Middlesex Centre as the “Municipality” for lands known municipally as 13082 Medway Road
