Mayor DeViet to call the meeting to order at 9:30 a.m.


Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting being held electronically.


Members of the public may also attend the meeting in-person at the Coldstream Community Centre, located at 10227 Ilderton Road, Ilderton, N0M 2A0

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • THAT the minutes of the Middlesex Centre Council meeting held on May 17, 2023 be adopted as printed.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • THAT Items 7.1 through 7.7 listed under the heading of Consent Agenda for June 7, 2023 be adopted as recommended.

  • THAT the Budget to Actual report CPS-26-2023 for yearend 2022 be received as information.

  • THAT Report CPS-27-2023, the capital budget to actual year-end 2022 report be received as information.

  • THAT Report No. CPS-28-2023 dated June 7, 2023 regarding the Municipality’s Asset Management Plan be received for information.

  • THAT Report CPS-29-2023, re: Development Charges Treasurer Statement for 2022 be received and posted on the website.

  • THAT Report CMS-04-2023 re: Ice Academy of Montreal – Licence Agreement be received;

    AND THAT the Licence Agreement set out in Appendix A of this report between the Municipality of Middlesex Centre and the Ice Academy of Montreal be approved; and

    FURTHER THAT the Mayor and Clerk be authorized to execute any necessary documents to complete the Agreement.

  • THAT Report PWE-28-2023, re: Ivan Drive Culvert be received for information;

  • THAT Report CLK-06-2023, re: Closed Meeting Investigation, and the Report on Closed Meeting Investigation 2022-01 dated May 31, 2023 attached as Appendix A, be received;

    AND THAT Council incorporate the technical recommendation related to format of resolutions to proceed into closed session as detailed in the report findings.

  • THAT the transfer to reserves in 2022 for the general vehicles and equipment reserve fund in the amount of $200,000.00 be approved;

    AND THAT the transfer to reserves in 2022 for the roads capital reserve fund in the amount of $379,755 be approved;

    AND THAT the transfer to reserves in 2022 for the tax rate stabilization reserve fund in the amount of $2,000,000.00 be approved; and

    AND FURTHER THAT any remaining portion of the 2022 surplus be allocated to the roads capital reserve fund.

  • THAT the Council for the Municipality of Middlesex Centre adjourn to closed session at ________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

    Section 239 (2)(c)  a proposed or pending acquisition or disposition of land by the municipality or local board (Potential Property Disposition - Municipal Easement located in London Township);

    Section 239 (2)(k)  a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board (Economic Investment Opportunity - Ward 4).

Being a by-law of the Corporation of the Municipality of Middlesex Centre to authorize the Mayor and Clerk to execute an agreement between the municipality and the Ice Academy of Montreal
