Mayor DeViet to call the meeting to order at 5:30 p.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Council Chamber at the Middlesex Centre Municipal Office located at 10227 Ilderton Road (Coldstream).


Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.


Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.


Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

  • RECOMMENDATION:

    THAT the minutes of the February 11, 2026 meeting of Council be adopted as printed.

  • RECOMMENDATION:

    THAT Council move into Public Meetings at 5:33 p.m. pursuant to the Planning Act, R.S.O. 1990, as amended, to consider the applications listed on the February 25, 2026 Council agenda.

  • RECOMMENDATION:

    THAT Report PLA-06-2026 re: Application for Zoning By-law Amendment ZBA-2-2026 be received;

    AND FURTHER THAT Zoning By-law Amendment application ZBA-2-2026, as amended, filed by SBM Limited (c/o Nick Dyjach) on behalf of 2797123 Ontario Inc., to rezone the subject land from the ‘Agricultural - No Residences (A3)’ zone to the ‘Farm Industrial exception 7 (M3-7)’ zone for the land legally described as Concession 4 Pt Lots 10 to 12 and RP 33R21685 Parts 4 to 10 (former Township of Lobo) and known as 10651 Gold Creek Drive, Municipality of Middlesex Centre, be APPROVED.

  • RECOMMENDATION:

    THAT Report PLA-07-2026 re: Application for Zoning By-law Amendment ZBA-3-2026 be received;

    AND THAT Zoning By-law Amendment Application ZBA-3-2026, as amended, filed by Murray McKercher Professional Corporation (c/o Keenan Coombs) on behalf of CCEX Inc. (c/o Scott Vande Borne), to rezone the subject land from the ‘Agricultural (A1)’ Zone to ‘Agricultural exception 55 (A1-55)’ Zone, for the land legally described as Concession 6 N Pt Lots 2 and 3 (former Township of London) and known as 16033 Medway Road, Municipality of Middlesex Centre, be APPROVED.

  • RECOMMENDATION:

    THAT the public meetings adjourn at 6:29 pm and Council resume its regular meeting.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.

  • RECOMMENDATION:

    THAT Consent items 9.1 through 9.3 listed on the February 25, 2026 agenda be adopted as recommended.

  • RECOMMENDATION:

    THAT Report CPS-10-2026 re: Amended Treasurer Statement 2025 - Cash in Lieu of Parkland Reserve Fund be received for information.

  • RECOMMENDATION:

    THAT Report CPS-13-2026 re: Budget to Actual January 2026 be received for information.

  • RECOMMENDATION:

    THAT Report PWE-11-2026 re: Tender Results for Load and Haul of Granular ‘A’ received;

    AND THAT Council award the Load & Haul of Granular ‘A’ tender to Johnston Bros. (Bothwell) Ltd. in the estimated amount of $218,416.83 (including the Municipal portion of HST);

    AND THAT the Mayor and Clerk be authorized to execute the necessary contract documents.

    THAT By-Laws 2026-013 through to 2026-015 be adopted as printed.

Being a by-law to amend the Middlesex Centre Comprehensive Zoning By-law number 2005-005 with respect to Concession 4 PT Lots 10 to 12 and RP 33R21685 Parts 4 to 10 (geographic Township of Lobo), known as 10651 Gold Creek Drive, Municipality of Middlesex Centre, roll number: 393900001004800. (Reference: Agenda Item 7.1)

Being a by-law to amend the Middlesex Centre Comprehensive Zoning By-law number 2005-005 with respect to Concession 6 N PT Lots 2 and 3 (geographic Township of London), known as 16033 Medway Road, Municipality of Middlesex Centre, roll number: 393903404006600. (Reference: Agenda Item 7.2)

Being a By-law to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on February 25, 2026. 

  • RECOMMENDATION:

    THAT the Council for the Municipality of Middlesex Centre adjourns the February 25, 2026 Council meeting at 6:32 p.m.
