Mayor DeViet to call the meeting to order at 9:30 a.m.


Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting being held electronically.


Members of the public may also attend the meeting in-person at the Coldstream Community Centre, located at 10227 Ilderton Road, Ilderton, N0M 2A0.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

Brian Horner, General Manager with Ausable Bayfield Conservation Authority will be in attendance to provide an update presentation.

The Engineer's Report for the Risdom Municipal Drain Culvert was previously considered at the March 1st, 2023 meeting of Council. Members of the Court of Revision are Deputy Mayor Brennan, Councillor Heffernan, Councillor Heeman (Municipality of Thames Centre), with Deputy Mayor Brennan being the Chair.


The Court of Revision will proceed as follows:


1. CALL TO ORDER


All appeals are required to be received in writing 10 days prior to the date of the Court of Revisions as per the notice provided. 


2. ORDER OF APPEALS - no appeals received 


3. QUESTIONS FROM THE MEMBERS


Members of the Court of Revision may ask questions of the Engineer or staff. 


4. DELIBERATIONS OF THE COURT OF REVISION


The Court of Revision members (if required) will retreat to deliberate the appeals and make the decision in private. 


If the Court is considering reducing an assessment adding it to a property whose owner is not present, then the Court of Revision will adjourn and notice sent to the absent parties to allow them to appeal the change, then reconvene per s. 53 of the Act. 


5. DECISION


All parties to the drain will receive written notice of the Court of Revision decision which will contain additional information on the process to appeal the decision of the Court of Revision to the Ontario Drainage Tribunal.


6. ADJOURNMENT OF THE COURT OF REVISION


THAT the Middlesex Centre Court of Revision approves the Schedule of Assessment for the Risdon Municipal Drain provisionally adopted by By-Law 2023-012 as outlined in the report prepared by Spriet Associates;


AND THAT the corresponding by-law be forwarded to Council for a final reading.


AND FURTHER THAT the Court of Revision adjourn at ____ a.m. and Council resume their regular meeting.

  • THAT the minutes of the Middlesex Centre Council meeting held on March 15, 2023 be adopted as printed.

Items listed under the Consent Agenda are received in one motion. Council members may request that one or more item be removed for further action.


  • THAT Items 8.1 through 8.10 listed under the heading of Consent Agenda for April 5, 2023 be adopted as recommended.

  • THAT in accordance with the Council Grants Policy, the request from the Poplar Hill and District Lions Club for the Trees Middlesex program be approved in the amount of $1,000;

    AND THAT staff be directed to prepare correspondence and/or issue payment to the above noted organization.

  • THAT Report CAO-9-2023, re: Sustainable Canadian Agricultural Partnership be received for information.

  • THAT Report CLK-04-2023, re: Appointment of Community Improvement Plan Working Group Representative be received;

    AND THAT Dennis Adlington be appointed as the public member representative to the Community Improvement Plan working group for the duration of the 2022-2026 term of Council.

  • THAT Report CLK-05-2023, re: Appointment of Cemetery Committee Representative be received;

    AND THAT Karen Foster be appointed as a public member representative to the Cemetery Board for the duration of the 2022-2026 term of Council;

    AND FURTHER THAT By-law 2022-109 be amended to include the above noted appointment.

  • THAT the minutes of the Community Services Advisory Committee held on February 21, 2023 be adopted as printed.

  • THAT Report CLK-05-2023, re: Changes to FBCSA on Cemetery Care and Maintenance Fund be received;

    AND THAT the Fees and Charges By-law 2022-104 be amended to reflect the increase to monument markers as noted in Appendix A1.

  • THAT Report CPS-22-2023, re: Property Tax Sale Update be received for information.

  • THAT Report CMS-02-2023 re: Ilderton Farmers Market License Agreement be received;

    AND THAT By-Law 2022-040 be repealed;

    AND THAT the License Agreement set out in Appendix A of this report between the Municipality of Middlesex Centre and the Ilderton Farmers Market be approved;

    AND FURTHER THAT the Mayor and Clerk be authorized to execute any necessary documents to complete the Agreement

  • THAT Report PWE-16-2023, re: 2023 Sidewalk Program be received;

    AND THAT Council endorse the 2023 Sidewalk Program.

  • THAT Report PWE 17-2023, re: 2023 Vision Zero Campaign be received;

    AND THAT Council endorse the continuation of the Vision Zero Campaign for 2023.

  • THAT Council receive report PWE 18-2023 Budget Overage for Bridge B-301 Rehabilitation be received;

    AND THAT Council approve the Overage to Capital budget 23-3117 as contained in this report in the amount of $165,000 for a total budget of $522,500;

    AND THAT Council approve the change in funding source from the Canada Community Benefit Fund to the Roads Capital Reserve Fund for project 23-3117.

  • THAT the Council for the Municipality of Middlesex Centre receives the Correspondence items 11.1 through 11.15 listed on the April 5, 2023 agenda as information.

Being an amendment to By-law 2022-109 to appoint members of Council and members of the public to the committees of Council and local boards of the Municipality of Middlesex Centre

Being a By-Law to Appoint a Weed Inspector for the Municipality of Middlesex Centre for the years 2023-2026

Being an amendment to By-law 2022-104 to establish various fees and charges for services provided by the Municipality of Middlesex Centre (Fee By-Law)

Being a by-law to authorize the Mayor and Clerk to execute a License Agreement between the municipality of Middlesex Centre and the Ilderton Farmers Market and to repeal By-law 2022-040

Being a By-law approving and ratifying a Severance Agreement between Rien De Regt as the “Owner” and the Municipality of Middlesex Centre as the “Municipality” 

Being a By-law to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on April 5, 2023
