Mayor DeViet called the meeting to order at 9:30 a.m. 

In response to COVID-19 we continue to hold Council meetings electronically.

Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel.

Mayor DeViet provided opening remarks regarding the lowering of flags at the municipal offices, fire stations and facilities. A full copy of the remarks can be found in the municipal news release.

    AND THAT the Appendix to amend the Community Improvement Plan to include an Energy Efficiency and Retrofit Grant be approved;

    THAT Report CMS-09-2021 re: Douglas B. Weldon Park Accessible Washroom Tender Results be received;

    AND THAT the Douglas B. Weldon Park Accessible Washroom Project be awarded to Drier Construction Group Inc. with a total cost of $401,298.00 (excluding HST).

    AND THAT the additional funds in the amount of $119,848 be funded from the Buildings and Facility Reserve Fund.

    THAT Report No. CPS-29-2021 dated June 9, 2021 regarding the Municipality’s asset management plan be received;

    AND THAT the Asset Management Plan attached to this report dated June 9, 2021 be approved;

    AND THAT staff be directed to post the Municipal Asset Management Plan on the municipal website;

    AND FURTHER THAT staff be directed to report back to Council on the water, wastewater and stormwater rates for approval in the fall of 2021 after staff have completed a more detailed rate study.

Deputy Mayor Brennan provides the following update from County Council which was held on June 8, 2021:

Chris Bailey, Manager of ITS, was presented with the Regena Lerke Distinguished Service Award by Morgan Calvert, President MISA Ontario;

Dean Croker, Detachment Commander OPP, Middlesex County - West Region provided a presentation summarizing OPP activities. It was noted that offence numbers were lower in 2020, primarily due to the COVID-19 Pandemic. Drug related offence charges are on the increase, and a number of problem intersections within the County were discussed. Details regarding a program whereby an OPP designated officer and designated mental health support party responded to 476 calls were noted. In these cases, 46 individuals did not require transportation from the OPP which reduced overall costs;

Chief Neal Roberts, MLPS, presented the Ontario Ombudsman's report on land ambulance investigations. The report contains 53 recommendations and the MLPS are working to implement these;

A uniform contract for the MLPS was tendered. Six bids were received and Talbot Uniforms were awarded the contract;

An RFP to enter into agreements with GSP Group and Monteith Brown Planning Consultants for the provision of General Land Use Planning Consultant Services was approved in the amount of $30,000;

Mobile vaccine clinics will be starting next week beginning with 1000 doses to administer;

A lengthy discussion on County intersections and LED-embedded traffic lights was held. It was determined that until Ontario Regulation 615 regarding Signs and the Highway Traffic Act is amended to permit stop signs to be modified to include light-emitting-diodes that LED-embedded traffic signs not be installed at intersections under the jurisdiction of Middlesex County.

    THAT the Court of Revision date for the Lewington Municipal Drain originally set for June 23, 2021 be deferred to July 14, 2021.

    THAT the Council for the Municipality of Middlesex Centre supports the current membership of the St. Clair Region Conservation Authority allocating one (1) member each to Adelaide-Metcalfe, Brooke-Alvinston, Dawn-Euphemia, Lambton Shores, Middlesex Centre, Petrolia, Plympton-Wyoming, Point Edward, Warwick; two (2) members to Chatham-Kent, St. Clair, Strathroy-Caradoc; three (3) members to Sarnia; one (1) member to Enniskillen which will also represent Oil Springs and one (1) member rotating between Southwest Middlesex (for a 3 year term) and Newbury (for a 1 year term) providing a total Board Membership of 20.
