Mayor DeViet calls the meeting to order at 6:00 p.m.

Mayor DeViet extends congratulations to the Middlesex Centre Archives for receiving the 2022 Institutional Award from the Archives Association of Ontario. 

Mayor DeViet also congratulates Middlesex Centre’s finance and communications staff for receiving a Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA - USA/Canada) for the 2022 Municipal Budget. 

Members of the public are invited to participate in this meeting of Council by accessing the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting being held electronically.

Members of the public may also attend the meeting in-person at the Coldstream Community Centre, located at 10227 Ilderton Road, Ilderton, N0M 2A0.

There are no additions to the June 15, 2022 Council meeting agenda.

    AND THAT the Employee future benefits Actuarial Valuation as at December 31, 2021 and actuarial updates to December 31 2022, 2023 and 2024 attached to Report CPS-26-2022 be approved.

  • THAT Report CPS-27-2022 re: 2023 Budget Process be received as information.

    AND THAT the construction of the Ward Municipal Drain be awarded to the lowest tender bid submission received from Van Bree Drainage & Bulldozing Limited in the amount of $814,501.60 + HST.

  • THAT Report PWE 28-2022 re: Hedley Pit Lease Agreement be received;

    AND THAT the Mayor and Clerk be authorized to execute the Lease Agreement as found in Appendix A

  • THAT Report CAO-18-2022, re: Delegation of Site Plan Appointment: Bill 109 – More Homes for Everyone Act be received;

    AND THAT Site Plan Control By-Law 2003-035 be amended to add delegation of authority for site plan control to the Chief Building Official and Director of Engineering and Public Works.

  • THAT Report CAO-19-2022, re: Tribunal Decision for the Komoka Drainage Works – Union Ave. Branch be received for information.

  • THAT Report CAO-20-2022, re: Ratification of Lease Agreements for the Middlesex Centre Regional Medical Clinic be received;

    AND THAT the Municipality of Middlesex Centre approve the lease agreements for the Middlesex Centre Regional Medical Clinic as recommended by the Middlesex Centre Regional Medical Clinic Board;

    AND FURTHER THAT the Municipal Clerk be directed to prepare the executed agreements for ratification by the Western Board of Governors.

    THAT Minor Variance Application A-10/2022, filed by Millstone Homes on behalf of Augustin Bud, for relief from the Comprehensive Zoning By-law in order to permit a maximum overall size of 38.62 square metres (415.8 square feet) or 4.5 percent lot coverage, for a property legally described as Lot 80, Plan 33M746, in the Municipality of Middlesex Centre, County of Middlesex, and Municipally known as 232 Edgewater Boulevard, be GRANTED, subject to the following condition:

    THAT the accessory building be constructed in the same general location as shown in the applicants site plan, attached to this report;

    AND THAT That the minor variance shall not come into force and effect until the applicant successfully receives a section 28 permit from the Upper Thames River Conservation Authority.;

    AND FURTHER THAT the reasons for granting Minor Variance Application A-10/2022:

    • The request complies with the general intent and purpose of Middlesex Centre’s Official Plan;
    • The request complies with the general intent and purpose of Middlesex Centre’s Comprehensive Zoning By-law;
    • The request is minor in nature; and
    • The request represents appropriate development on the subject property.

    THAT Minor Variance Application A-11/2022, filed by Millstone Homes for relief from the Comprehensive Zoning By-law in order to establish a maximum permissible lot coverage of 39.71 percent for all structures, for a property legally described as Lot 77, Plan 33M746 in the Municipality of Middlesex Centre, County of Middlesex, and municipally known as 218 Edgewater Boulevard, be GRANTED, subject to the following conditions:

    THAT all development on the lands, including any future consideration of an accessory building(s), shall not exceed a maximum permissible size of 39.71 percent lot coverage;

    AND THAT the establishment of any future accessory building is subject to the maximum size permissions as required in section 4.1 (b)(i) of the Middlesex Centre Zoning By-law, that being the maximum permissible lot coverage and gross floor area of an accessory building;

    AND FURTHER THAT the reasons for granting Minor Variance Application A-11/2022:

    • The request complies with the general intent and purpose of Middlesex Centre’s Official Plan;
    • The request complies with the general intent and purpose of Middlesex Centre’s Comprehensive Zoning By-law;
    • The request is minor in nature; and
    • The request represents appropriate development on the subject property.

    THAT Minor Variance Application A-12/2022, filed by Matt Thompson on behalf of Brent and Ashley Verriez, for relief from the Comprehensive Zoning By-law in order to permit a maximum overall size of 28.9 square metres (312 square feet), represented as 4.0 percent lot coverage, for a property legally described as Lot 2, Plan 33M613, in the Municipality of Middlesex Centre, County of Middlesex, and Municipally known as 264 Martin Drive, be GRANTED, subject to the following conditions:

    THAT the accessory building be constructed in the same general location as shown in the applicants site plan, attached to this report,

    AND THAT the reasons for granting Minor Variance Application A-12/2022:

    • The request complies with the general intent and purpose of Middlesex Centre’s Official Plan;
    • The request complies with the general intent and purpose of Middlesex Centre’s Comprehensive Zoning By-law;
    • The request is minor in nature; and
    • The request represents appropriate development on the subject property.

    THAT Minor Variance Application A-13/2022, filed by Alan and Marion Wood, in order to replace a legal non-conforming and permit 2 single detached dwellings on the property, whereas the Zoning By-law permits 1 single detached dwelling or a converted dwelling; for a property legally known as Concession 6 N Pt Lot 5, in the Municipality of Middlesex Centre, County of Middlesex, and municipally known as 23752 Komoka Road, be GRANTED;

    AND THAT the reasons for granting Minor Variance Application A-13/2022 include:

    • The request complies with the general intent and purpose of Middlesex Centre’s Official Plan;
    • The request complies with the general intent and purpose of Middlesex Centre’s Comprehensive Zoning By-law;
    • The request is minor in nature; and
    • The request represents appropriate development on the subject property.

The applicants, Alan and Marion Wood, are in attendance virtually to answer questions from the Committee.

There are no Notices of Motion to note for June 15, 2022.

Kimberly Earls, Executive Director of SCOR provided a presentation in regards to the revitalization of Shortline Rail in the South Central Ontario Region. The County has provided a letter of support regarding this initiative.

Council approved financial support for a number of organization through the Middlesex Supports program; 

A contract with Leads Employment Services for the Skills That Work program was approved;

An RFP was awarded to GDI Integrated Facility Services for janitorial cleaning services at the Middlesex London Paramedic Service headquarters;

An RFP was awarded to Vink Consulting Inc. for the Middlesex County Attainable Housing Review;

Durk Vanderwerff, Director of Planning and Development provided a report regarding the County Official Plan review. A motion was put forward with regard to maintaining the minimum size for viable farm properties at 40 hectares. This motion failed and an additional motion to maintain the minimum size at 50 acres which was approved;

The County Insurance Policy Renewal was completed;

A Municipal Access Agreement was approved between the County and Quadro Communications.
