Mayor DeViet to call the meeting to order at 5:30 p.m. Members of the public are invited to participate in this meeting of Council by attending the meeting in-person at the Council Chamber at the Middlesex Centre Municipal Office located at 10227 Ilderton Road.


Members of the public may also access the meeting which will be live-streamed on our Middlesex Centre YouTube channel or by contacting the Municipal Clerk to receive a registration link to join the meeting electronically.


Members of the public wishing to appear as a delegation can register for the meeting by visiting middlesexcentre.ca/participating-council-meetings or by contacting the Municipal Clerk at (519) 666-0190 by 4:30 p.m. on the Monday of the week of the scheduled meeting. All requests to delegate are subject to the provisions of the Middlesex Centre Procedure By-law.


Members of the public can choose to delegate in-person or by electronic participation. Accessible formats and communication supports are available upon request.

The Municipality of Middlesex Centre recognizes that we are gathering on the traditional territory of the Anishinaabe, Haudenosaunee, and Leni-Lunape Peoples. We acknowledge the enduring presence of First Nation, Métis and Inuit people on this land and are committed to moving forward in the spirit of reconciliation and respect.


Our neighbouring First Nations communities which continue to live as sovereign Nations include the Chippewas of the Thames First Nation, Oneida Nation of the Thames, and Munsee Delaware Nation.

  • RECOMMENDATION:

    THAT the minutes of the April 8, 2026 meeting of Council be adopted as printed.

  • RECOMMENDATION:

    THAT Council move into Public Meetings at ________ p.m. pursuant to the Planning Act, R.S.O. 1990, as amended, to consider the applications listed on the April 22, 2026 Council agenda.

  • RECOMMENDATION:

    THAT Report PLA-15-2026 re: Application for Draft Plan of Subdivision (39T-MC2501) and Zoning By-law Amendment (ZBA-5-2025) be received;

    AND THAT the Zoning By-law Amendment application (ZBA-5-2025), to rezone the subject property from the ‘Existing Use (EU)’ Zone to the ‘Open Space exception 10 (OS-10)’ Zone, ‘Open Space exception 11 (OS-11)’ Zone, ‘Parks and Recreation (PR)’ Zone, ‘Urban Residential First Density exception 47 (UR1-47)’ Zone, ‘Urban Residential Second Density exception 3 (UR2-3)’ Zone, ‘Urban Residential Second Density exception 3 with Hold (UR2-3)(h-3)’ Zone, ‘Urban Residential Third Density exception 29 with Hold(UR3-29)(h-3)’ Zone, ‘Urban Residential Third Density exception 29 with Hold(UR3-29)(h-3)’ Zone, ‘Village Commercial exception 21 with Hold (C1-21) (h-3)’ Zone, ‘Village Commercial exception 22 with Hold (C1-22)(h-3)’ Zone, and ‘Institutional exception 8 with Hold (I-8)(h-3)’ Zone, for the property legally described as Concession 2 S Part Lot 7 (former Township of Lobo) and known municipally as 10242 Glendon Drive, Municipality of Middlesex Centre, be APPROVED;

    AND FURTHER THAT the County of Middlesex be advised that Middlesex Centre recommends draft plan approval for the land known legally as Concession 2 S Part Lot 7 (former Township of Lobo) and known municipally as 10242 Glendon Drive, Municipality of Middlesex Centre, County File No. 39T-MC2501, subject to the draft plan conditions appended to the Middlesex Centre report PLA-15-2026, and subject to a three (3) year lapse period.

  • RECOMMENDATION:

    THAT Report PLA-16-2026 re: Zoning By-law Amendment application (ZBA-3-2025), filed by Connor Wilks (Dillon Consulting Ltd.) on behalf of RBA17 Holdings Inc., to rezone the lands from ‘Urban Residential First Density (UR1)’ to a new site-specific ‘Village Centre (C1-x)’ zone for the land known municipally as 13206 Ilderton Road (County Road 16), Municipality of Middlesex Centre, be RECEIVED FOR INFORMATION.

  • RECOMMENDATION:

    THAT Report PLA-17-2026 re: Community Improvement Plan Updates be received;

    AND THAT The Middlesex Centre Community Improvement Plan included as Attachment 1 BE ADOPTED.

  • RECOMMENDATION:

    THAT the public meetings adjourn at ____ pm and Council resume their regular meeting;

  • RECOMMENDATION:

    THAT Consent items 9.1 through 9.7 listed on the April 22, 2026 agenda be adopted as recommended.

  • RECOMMENDATION:

    THAT Report CPS-24-2026 re: Budget to Actual March 2026 be received for information.

  • RECOMMENDATION:

    THAT Report CPS-25-2026 re: Canada-Ontario Partnership to Build Initiative be received for information.

  • RECOMMENDATION:

    THAT Report PWE-07-2026 re: the 2026 Road Resurfacing Program be received;

    AND THAT Council endorse the 2026 Road Resurfacing Program as identified in Report PWE-07-2026.

  • RECOMMENDATION:

    THAT Report PWE-25-2026 re: Ballymote Municipal Drain Construction Tender Award be received;

    AND THAT the construction of the Ballymote Municipal Drain be awarded to the lowest tender bid submission received from Robinson Farm Drainage in the amount of $359,830.00 + HST.

  • RECOMMENDATION:

    THAT Report PWE-24-2026 re: Replacement Plow Truck Purchase be received;

    AND THAT the purchase of a new 2027 Freightliner 114SD triaxle truck be awarded to Premier Truck Group in the amount of $262,545.58 (including non-refundable HST);

    AND FURTHER THAT the repair, refurbishment, and reuse of the existing plow equipment be awarded to S&B Services Ltd. in the amount of $150,614.80 (including non-refundable HST).

  • RECOMMENDATION:

    THAT Report PWE-23-2026 re: 11620 Miller Road Lease Agreement be received;

    AND THAT the Mayor and Clerk be authorized to execute the Lease Agreement as found in Appendix A..

  • RECOMMENDATION:

    THAT By-laws 2026-025 through to 2026-030 inclusive be adopted as printed.

Being a by-law to authorize the borrowing of $27,467.27 upon debentures towards the cost of constructing certain drains and drainage works.

Being a by-law to close an unopened road allowance. (Reference: Transfer of unopened road allowance to Darwood Farms Corporation authorized on December 17, 2025 - Old River Road.)

Being a by-law to amend the Middlesex Centre Comprehensive Zoning By-law number 2005-005 with respect to Concession 2 S Pt Lot 7 (geographic Township of Lobo), being 10242 Glendon Drive, Municipality of Middlesex Centre, roll number: 393900002003600. (Reference: Agenda Item 7.1)

Being a by-law of the Corporation of the Municipality of Middlesex Centre to authorize the execution of a Lease Agreement between the Municipality of Middlesex Centre and Gubbels Farms Ltd. (Reference: Agenda Item 9.7)

Being a by-law to adopt the Community Improvement Plan for the Municipality of Middlesex Centre. (Reference: Agenda Item 7.3)

Being a by-law to adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on April 22, 2026.
